Abstract

Kemitraan Australia-Indonesia untuk Kesetaraan Gender dan Pemberdayaan Perempuan yang dikenal sebagai MAMPU merupakan kemitraan Pemerintah Australia (DFAT) dan Pemerintah Indonesia (BAPPENAS), yang bertujuan untuk meningkatkan akses perempuan miskin Indonesia terhadap layanan penting dan program pemerintah, dan mendukung pencapaian target-target Tujuan Pembangunan Berkelanjutan (TPB) yang terkait. Penelitian ini bertujuan untuk memperoleh gambaran kebijakan dan aturan penegakan hak asasi manusia khususnya hak asasi perempuan di Indonesia sebelum keberadaaan program MAMPU dan mendapatkan gambaran program MAMPU dalam kebijakan hak asasi perempuan di Indonesia. Teori dan konsep yang digunakan dalam penelitian ini adalah teori Konstruktivisme dan konsep Norma, Agen, dan Struktur. Lalu, penelitian ini merupakan penelitian kualitatif yang dilakukan dengan metode deskriptif. Hasil dari penelitian ini adalah program MAMPU berhasil melaksanakan berbagai kegiatan untuk meningkatkan kapasitas dan pengaruh perempuan di Indonesia, terutama dalam hal hak asasi perempuan. MAMPU berhasil mencapai lima tujuan utama melalui kerja sama dengan organisasi seperti BaKTI, Balai Perempuan, KPI, Yayasan PEKKA, dan Institut KAPAL Perempuan. Dalam praktiknya, program ini memunculkan beragam inisiatif seperti Desbumi, Sekolah Perempuan, KLIK PEKKA, PIPA-JKN, dan SPPT-PKKTP, yang masing-masing bertujuan meningkatkan kapasitas, kesehatan, dan perlindungan perempuan. Di samping pencapaian positif, program ini juga menghadapi tantangan, seperti kesadaran masyarakat terkait isu kesetaraan gender dan kendala budaya yang memengaruhi peran perempuan. / The Australia-Indonesia Partnership for Gender Equality and Women's Empowerment known as MAMPU is a partnership between the Government of Australia (DFAT) and the Government of Indonesia (BAPPENAS), which aims to improve the access of poor Indonesian women to essential services and government programmes, and support the achievement of related Sustainable Development Goal (SDG) targets. This research aims to obtain an overview of human rights enforcement policies and regulations, especially women's human rights in Indonesia before the existence of the MAMPU programme and to obtain an overview of the MAMPU programme in women's human rights policy in Indonesia. The theories and concepts used in this research are Constructivism theory and the concepts of Norms, Agents, and Structures. Then, this research is a qualitative research conducted with descriptive method. The result of this research is that the MAMPU programme successfully implemented various activities to increase the capacity and influence of women in Indonesia, especially in terms of women's human rights. MAMPU managed to achieve five main objectives through collaboration with organisations such as BaKTI, Balai Perempuan, KPI, PEKKA Foundation, and Institut KAPAL Perempuan. In practice, the programme gave rise to various initiatives such as Desbumi, Sekolah Perempuan, KLIK PEKKA, PIPA- JKN, and SPPT-PKKTP, each of which aims to improve women's capacity, health, and protection. In addition to positive achievements, the programme also faces challenges, such as public awareness of gender equality issues and cultural constraints that affect women's roles.
