Abstract

Tindakan eksploitasi dan pelecehan yang dialami oleh Pekerja Rumah Tangga Anak (PRTA) di Indonesia tidak kunjung membaik sedari dulu. Selain itu, pekerja anak di sektor rumah tangga yang masih di bawah umur terus meningkat seiring tahun. Situasi ini menarik perhatian global, maka hadirlah HRW sebagai organisasi non-pemerintah yang bertujuan dalam membela hak asasi manusia di dunia yang ingin berusaha untuk menanggulangi eksploitasi dan pelecehan PRTA di Indonesia. Asumsi dasar dari teori liberal institusional digambarkan dengan konflik yang bisa diselesaikan dengan kerja sama antar pemerintah global dan organisasi internasional. Maka HRW menganggap memerlukan adanya bentuk kerja sama dengan pemerintah Indonesia agar terciptanya kolaborasi yang saling membantu dalam menanggulangi tindakan eksploitasi dan pelecehan serta memenuhi setiap hak PRTA di Indonesia. Penelitian ini menggunakan metode kualitatif untuk menjelaskan keterlibatan HRW dalam menanggulangi eksploitasi dan pelecehan PRTA di Indonesia. Data yang disajikan diperoleh dari berbagai data sekunder melalui studi kepustakaan dan penelusuran informasi secara online serta kumpulan hasil wawancara yang diolah oleh tim HRW. Lalu, teknik analisis data yang dipakai yaitu teknik deskriptif. Berdasarkan hasil yang diperoleh, ,dapat disimpulkan bahwa HRW dan pemerintah Indonesia belum berhasil mencapai kolaborasi dalam menangani situasi yang dihadapi oleh PRTA di Indonesia, dikarenakan kepentingan yang bertentangan di mana Indonesia belum memprioritaskan kasus PRTA sedangkan HRW masih terus memperjuangkan hak-hak PRTA di Indonesia./ The acts of exploitation and abuse experienced by child domestic workers in Indonesia have not improved over the years. In addition, child labour in the domestic sector continues to increase over the years. This situation has attracted global attention, so Human Rights Watch (HRW) as a non-governmental organization that aims to defend human rights in the world wants to try to tackle the exploitation and abuse of child domestic workers in Indonesia. The basic assumption of institutional liberal theory is that conflicts can be resolved through cooperation between global governments and international organizations. Therefore, HRW considers that there is a need for a form of cooperation with the Indonesian government to create a collaboration that helps each other in tackling acts of exploitation and abuse and fulfilling every right of child domestic workers in Indonesia. This research uses qualitative methods to explain the involvement of HRW in tackling the exploitation and abuse of child domestic workers in Indonesia. The data presented is obtained from various secondary data through literature studies and online information searches as well as primary data through a collection of interviews processed by the HRW team. Then, the data analysis technique used is a descriptive technique. Based on the results obtained, it can be concluded that HRW and the Indonesian government have not succeeded in achieving collaboration in dealing with the situation faced by child domestic workers in Indonesia, due to conflicting interests where Indonesia has not prioritized child domestic workers cases while HRW continues to fight for the rights of child domestic workers in Indonesia.
