Abstract

Kemiskinan merupakan suatu keadaan ketika manusia tidak bisa memenuhi kebutuhan mereka sehari-hari. Dalam konteks hubungan internasional, kemiskinan merupakan salah satu masalah yang sangat disorot dalam bidang pembangunan internasional. Tidaka hanya menjadi penghambat bagi terjalannya pembangunan internasional, permasalahan ini akan tetapi bisa menjadi ancaman keamanan bagi aktor-aktor hubungan internasional. Uni Eropa sebagai sebuah institusi regional dengan kekuatan ekonomi terbesar berusaha untuk mengatasi kemiskinan di kawasan Afrika, Karibia dan Pasifik yang bisa menjadi ancaman keamanan ke depannya jika tidak diselesaikan. Melalui bantuan internasional berupa instrumen pendanaan Dana Pembangunan Eropa, Uni Eropa berupaya untuk memberantas kemiskinan hingga ke akarnya dengan menanamkan nilai-nilai yang dianut oleh institusi tersebut untuk membantu mengentaskan kemiskinan di kawasan Afrika, Karibia dan Pasifik. Berangkat dari hal tersebut, penulis tertarik untuk mengangkat isu tersebut dengan perspektif realisme. Dengan menggunakan metode penelitian kualitatif dan teknik analytic comparison, penulis menemukan hal-hal menarik dari penelitian ini seperti penyebab dari kemiskinan yang dialami oleh tiga kawasan tersebut hingga ancaman dari kemiskinan tersebut bisa menjadi ancaman bagi institusi sebesar Uni Eropa yang berupaya untuk menunjukan jati diri merek sebagai kekuatan normatif di dunia internasional. Penulis juga menemukan kepentingan dari bantuan internasional berupa instrumen pendanaan Dana Pembangunan Eropa ini merupakan salah satu bentuk terselubung dari Uni Eropa untuk bisa menolak gelombang imigran dari kawasan Afrika, Karibia dan Pasifik yang tak tersaring sehingga bisa menjadi ancaman keamanan ke depannya bagi Uni Eropa. / Poverty is a situation when people cannot fulfill their daily needs. In the context of international relations, poverty is one of the problems that is highly highlighted in the field of international development. Poverty is not only a barrier to the implementation of international development but can also become a security threat for international relations actors. The European Union as a regional institution with the largest economic power is trying to overcome poverty in the African, Caribbean, and Pacific States (ACP) which could become a security threat in the future. Through international aid in the form of the European Development Fund funding instrument, the European Union seeks to eradicate poverty from its roots by cultivating the values espoused by this institution to help eradicate poverty in the African, Caribbean, and Pacific States. The author is interested in analyzing this issue from a realism perspective. By using qualitative research methods and analytical comparison techniques, the author found interesting things from this research, such as the causes of poverty experienced by these three regions and the threat of poverty which could become a threat to institutions as large as the European Union which are trying to show their identity as normative power in the international system. The author also finds that the interest for international assistance in the form of the European Development Fund funding instrument is a disguised form of the European Union to be able to reject the wave of immigrants from the African, Caribbean, and Pacific States. So that, the immigrants could become a security threat in the future for the European Union.
