Abstract

Tekstil adalah komoditas ekspor utama Indonesia, secara signifikan mendorong pertumbuhan ekonomi dan menumbuhkan lapangan kerja yang luas. Terlepas dari itu, industri tekstil Indonesia menghadapi tantangan utama dalam hal daya saing, terutama di tengah era perdagangan bebas. Meningkatnya ekspor dari Cina berdampak pada ekspor tekstil Indonesia. Maka dari itu, Indonesia memanfaatkan posisi Jepang sebagai salah satu negara dengan perekonomian terbesar dan termaju di dunia, dan memiliki pengaruh yang besar dalam dunia perdagangan internasional. Salah satu instrument yang diggunakan untuk mengatasi berbagai tantangan yang dihadapai industri tekstil, Indonesia memanfaatkan Perjanjian Kemitraan Ekonomi Indonesia-Jepang (IJEPA). Penelitian ini berusaha untuk menjelaskan pengaruh implementasi IJEPA di Indonesia dan bagaimana pemerintah memanfaatkan ketentuan-ketentuannya untuk merangsang ekspor tekstil Indonesia. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif, dan memanfaatakan data sekunder melalui tinjauan literatur. Penelitian ini menggunakan teori Liberalisme, yang menekankan pada kerja sama bilateral, kepentingan nasional, dan diplomasi ekonomi. Penelitian ini juga berfokus pada industri tekstil Indonesia pasca implementasi IJEPA. Hasil dari penelitian ini menunjukan bahwa, IJEPA berpengaruh secara signifikan terhadap pertumbuhan industri tekstil Indonesia. IJEPA adalah salah satu kerja sama bilateral yang sangat penting di tengah-tengah kehancuran industri tekstil Indonesia dalam mengahadapi persaingan global. Indonesia memanfaatkan ketentuan IJEPA yang berkaitan dengan penghapusan atau pengurangan tarif, yang memiliki dampak positif pada daya saing industri tekstil melalui biaya yang lebih kompetitif. Selain itu, Indonesia memanfaatkan investasi Jepang untuk meningkatkan teknologi dan kapasitas produksi di industri tekstil. / Textile is one of Indonesia's best export products, making a significant contribution to economic growth and creating extensive employment opportunities in the country. However, the Indonesian textile industry faces its greatest challenge in competitiveness, especially in the era of free trade. The broadening export growth of China significantly impacts Indonesia's textile exports. One of Indonesia's major trading partners is Japan, playing a crucial role in Indonesia's global economy. One instrument employed by Indonesia to boost its economy, particularly in the textile industry, is the Indonesia-Japan Economic Partnership Agreement (IJEPA). This research aims to explain how the provisions of IJEPA are implemented in Indonesia and how the Indonesian government applies these provisions to drive textile exports. The study adopts a qualitative approach and descriptive methods. The researcher collects secondary data through literature reviews. The theory used in this research is the theory of Liberalism with concepts of bilateral cooperation, national interests, and economic diplomacy. The research focuses on Indonesia's textile industry post-IJEPA implementation. The results show that the Indonesia-Japan Economic Partnership Agreement significantly influences the growth of Indonesia's textile industry. IJEPA is considered a crucial bilateral cooperation amid the challenges faced by Indonesia's textile industry in global competition. The Indonesian government leverages IJEPA provisions related to the elimination or reduction of trade tariffs with Japan, resulting in positive impacts for the Indonesian textile industry with more competitive costs. Moreover, the Indonesian government also capitalizes on investments from Japan to enhance technology and production capacity in the textile industry.
