Abstract

Krisis pengungsi yang terjadi di wilayah Turkiye dan Eropa pada tahun 2015 membawa dampak yang signifikan bagi kedua belah pihak dan menjadikan Turkiye sebagai negara penerima pengungsi terbesar di dunia. Akibat maraknya pengungsi yang datang ke Turkiye dan kurangnya akses dasar yang memadai, hal ini menjadi faktor pendorong terbesar Yunani, sebagai negara Uni Eropa yang paling dekat secara geografis dengan Turkiye menjadi sasaran migrasi para pengungsi. Semakin meningkatnya angka pengungsi yang datang memicu lahirnya kerja sama antara Uni Eropa dan Turkiye untuk mengatasi krisis pengungsi yang terjadi, yaitu EU- Turkiye Deal. Meski telah terjalin kerja sama, nyatanya implementasi EU-Turkiye Deal tidak konsisten dengan apa yang telah direncanakan serta berdampak kepada para pengungsi. Dilihat dari teori neoliberalisme untuk memahami perilaku Turkiye sebagai aktor dan konsep hak asasi manusia juga keamanan manusia digunakan sebagai pedoman dalam menentukan efektivitas pelaksaan perjanjian tersebut. Didukung pula oleh proses pengumpulan data yang dilakukan dengan teknik studi kepustakaan dan penelusuran daring terhadap sumber yang menyoroti perkembangan EU-Turkiye Deal terhadap berbagai aspek, serta data mengenai penanggulangan para pengungsi. Data dianalisis dengan melakukan komparasi perkembangan dari tahun ke tahun serta mengevaluasi hasil implementasi yang sudah dijalani. Melalui hasil penelitian dapat diketahui bahwa terdapat banyak faktor yang menjadi penentu efektivitas implementasi EU-Turkiye Deal dalam menangani krisis pengungsi di Turkiye. Faktor tersebut diselaraskan pada pemenuhan hak asasi pengungsi yang menjadi poin penting, serta implementasi tersebut memiliki dampak yang bersifat jangka pendek, tetapi terdapat pula peluang jangka panjang untuk EU-Turkiye Deal berkembang dengan mengakomodasi kepentingan para pengungsi./Both Turkiye and Europe were significantly impacted by the 2015 refugee crisis, which also made Turkiye the world's largest refugee-receiving nation. Greece, the European Union nation that is physically closest to Turkiye, has become a target for refugee migration primarily due to the large number of refugees arriving in Turkiye and the lack of proper basic access. The EU-Turkiye Deal, which was created in response to the growing number of refugees arriving, is a result of the European Union and Turkey working together to address the ongoing refugee crisis. Although there has been collaboration, the EU-Turkey agreement's implementation deviates from the original plan and affects refugees. The theory of neoliberalism is used to understand Turkiye's behavior as an actor, and the concepts of human rights and human security are used as guidelines in determining the effectiveness of implementing the agreement. Additionally, it is strengthened by data gathered through a process of data collection that involved refugee handling as well as literature study techniques and online searches for sources that highlight the evolution of the EU-Turkey Deal in various aspects. Data is analyzed through year- over-year comparisons of developments and an assessment of the implementation's outcomes. The study's findings demonstrate that a variety of factors influence how well the EU-Turkiye Deal is implemented in terms of addressing Turkiye's refugee crisis. While there is a short-term impact from this implementation, there is also a long-term opportunity for the EU-Turkiye Deal to develop by taking into account the interests of refugees, as these factors are in line with the important goal of fulfilling the human rights of refugees.
