Abstract

Hubungan bilateral Jepang dan Indonesia sudah terbentuk sejak lama, khusunya pada sektor ekonomi. Jepang akhirnya megusulkan pembentukan Indonesia - Japan Economic Partnership Agreement (IJEPA) yang merupakan kerja sama ekonomi Jepang dan Indonesia dalam bentuk perjanjian perdagangan bebas. Kerja sama ini tentunya saling menguntungkan kedua negara. Namun, bila dibahas lebih dalam, sebenarnya Jepang memiliki alasan dan maksud tersendiri dalam pembentukan IJEPA. Mulai dari motif ekonomi, maupun politik demi kepentingan nasionalnya. Penelitian ini dilakukan untuk memaparkan kebijakan luar negeri Jepang melalui perjanjian perdagangan bebas (FTA), khususnya latar belakang pembentukan IJEPA serta alasan atau maksud Jepang dalam pembuatan IJEPA. Kerangka dari penelitian ini menggunakan teori Realisme Neoklasik, serta konsep Kebijakan Luar Negeri, Kepentingan Nasional, dan Free Trade Agreement (FTA), dan Diplomasi Ekonomi. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Data yang dikumpulkan diperoleh dari studi kepustakaan dan penulusuran daring dalam bentuk publikasi pemerintah, website, buku, jurnal, artikel, catatan internal dan sebagainya. Informasi-informasi yang diperoleh kemudian dikaji menjadi beberapa bagian yang saling berhubungan. Penelitian ini menguraikan bagaimana Jepang melaksanakan diplomasi ekonomi terhadap Indonesia melalui IJEPA sebagai kebijakan Jepang dalam menghadapi perubahan ekonomi kawasan yang berasal dari kebangkitan Tiongkok yang mengancam hubungan bilateral Jepang dan Indonesia. Jepang ingin mengembalikan hubungan ekonomi dengan Indonesia untuk meperkuat pengaruh dalam bidang ekonomi di Indonesia, bahkan di ASEAN yang akan mempengaruhi kepemimpinan ekonomi di kawasan Asia. Hal ini digunakan Jepang untuk menyaingi kekuatan Tiongkok melalui kekuatan ekonomi. / Bilateral relations between Japan and Indonesia have been established for a long time, particularly in the economic sphere. Japan finally proposed the formation of the Indonesia - Japan Economic Partnership Agreement (IJEPA), which is economic cooperation between Japan and Indonesia in the form of a free trade agreement. This cooperation is of course mutually beneficial for both countries. However, if the matter is examined further, it becomes clear that Japan had its own motivations for forming IJEPA. Beginning with national interests driven by political and economic factors. This study was carried out to elucidate Japan's foreign policy through the free trade agreement (FTA), with a particular focus on the circumstances surrounding the establishment of the IJEPA and Japan's motivations or goals behind doing so. Both descriptive methods and a qualitative approach are used in this study. The data gathered came from online searches and literary reviews of official documents, books, journals, articles, internal records, and other sources. After then, the data was divided into a number of related sections. This study explains how Japan used IJEPA as an instrument for economic diplomacy with Indonesia in response to the country's policy of dealing with regional economic shifts brought on by China's rise, which put Japan and Indonesia's bilateral relations at risk. In order to increase its influence in Indonesia's economy and even in ASEAN, Japan seeks to re-establish its economic ties with Indonesia. This will have an impact on the region's economic leadership. Japan made use of this to counter China's influence through economic strength.
