Abstract

Pandemi Covid-19 mengakibatkan krisis global yang dirasakan seluruh negara di dunia. UMKM sebagai penyokong utama perekonomian Indonesia turut serta mengalami dampaknya yaitu penurunan kegiatan ekspor. Garuda Indonesia kemudian mengambil langkah untuk mendukung sarana kargo dalam mendukung ekspor produk UMKM Indonesia. Untuk itu penelitian ini bermaksud menganalisis peran Garuda Indonesia sebagai sarana kargo dalam mendukung ekspor produk UMKM Indonesia serta langkah-langkah yang dilakukan oleh Garuda Indonesia untuk mendorong laju dari kegiatan ekspor UMKM di Indonesia agar bisa bersaing kembali di tingkat internasional pasca pandemi. Penelitian ini juga menganalisis dampak yang dirasakan UMKM Indonesia akan peran Garuda Indonesia sebagai sarana kargo. Penelitian menggunakan pendekatan kualitatif dan metode deskriptif serta sumber data secara primer dan sekunder dengan pemanfaatan data melalui dokumen perusahaan, literature review, pemberitaan, dan wawancara mendalam dengan pihak kargo Garuda. Setelah dianalisis menggunakan teori neoliberalisme, kerja sama internasional, state actor dan collective outcome, Garuda Indonesia sejatinya telah melakukan upaya dan praktik neoliberalisme dengan strategi penguatan ekonomi UMKM untuk bisa mengglobal. Melalui Layanan Kargo Ekspor yang dimilikinya, Garuda Indonesia telah berkontribusi untuk pengembangan ekspor UMKM di Indonesia dengan banyak program seperti kerja sama internasional dengan berbagai maskapai luar negeri dengan total mitra lebih dari 30 maskapai di seluruh dunia. Hal ini membuat UMKM dapat dengan mudah menentukan negara tujuan ekspor karena banyaknya pilihan yang ditawarkan, dan bermitra dengan pemerintah. Namun masih banyak kendala yang dihadapi oleh Garuda dalam layanan kargo ekspor, salah satunya adalah minat UMKM yang rendah untuk melakukan ekspor, dengan demikian Garuda Indonesia perlu memikirkan strategi tambahan untuk dapat menjaga keberlanjutan ekspor dan menarik lebih banyak UMKM yang dapat melakukan ekspor. / The Covid-19 pandemic has resulted a global crisis attacked all countries in the world. MSMEs as the main supporter of the Indonesian economy also felt the impact by decreasing export activities. Garuda Indonesia then took steps to support cargo facilities in supporting the export of Indonesian MSME products. For this reason, this study wants to know more deeply and analyze the current role of Garuda Indonesia as a cargo facility in supporting the export of Indonesian MSME products and the steps taken by Garuda Indonesia to encourage the pace of MSME export activities in Indonesia so that they can compete againat the international level. This research also analyzes the impact felt by Indonesian MSMEson Garuda Indonesia's role as a cargo facility. The research used qualitative approach and descriptive methods as well as primary and secondary data sources by utilizing data through company documents, literature reviews, news reports, and in-depth interviews with Garuda cargo parties. After being analyzed using neoliberalism theory, international partnership, state actor and collective outcome. Garuda Indonesia has actually made efforts and practices of neoliberalism with a strategy to strengthen the MSME economy to be able to globalize. Through its Export Cargo Service, Garuda Indonesia has contributed to the development of MSME exports in Indonesia withmany programs such as international cooperation with various foreign airlines with a total partner of more than 30 airlines worldwide. This makes MSMEs can easily determine export destination countries because of the many choices offered, and partner with the government. However, there are still many obstacles faced by Garuda in export cargo services, one of which is the low interest of MSMEs to export, thus Garuda Indonesia needsto think of additional strategies to be able to maintain export sustainability and attract more MSMEs’s export.
