Abstract

Pemilihan dengan menggunakan sistem voting, seringkali masih dilakukan secara manual, yaitu pemilih datang ke tempat pemilihan, memilih kandidat melalui surat suara, lalu memasukkan suaranya ke kotak suara. Setelah surat suara semuanya telah terkumpul maka selanjutnya dilakukan penghitungan surat suara yang dilakukan juga secara manual, yaitu dengan menghitung surat suara satu per satu. Melihat perkembangan teknologi saat ini, proses pemilihan secara voting sebenarnya dapat dilakukan dengan lebih cepat, mudah, dan aman, yaitu dengan memanfaatkan teknologi SMS Gateway. Dengan memanfaatkan teknologi SMS Gateway, pemilih dapat memasukkan suaranya dimana saja dan kapan saja selama pemilih memiliki telepon seluler. Pemilih cukup mengirimkan SMS sesuai dengan format dan nomor tujuan yang telah ditentukan oleh panitia pemilihan. Banyak keuntungan yang diperoleh bagi pihak panitia penyelenggara maupun bagi pihak pemilih. Keuntungan yang diperoleh oleh pihak panitia yaitu, panitia akan lebih hemat biaya karena panitia tidak mengeluarkan biaya untuk pengadaan surat suara, pembuatan bilik suara dan kotak suara, sewa gedung, ATK untuk mendukung proses pemilihan (tinta, bolpen, kertas), dan sebagainya. Selain itu, panitia juga akan hemat waktu dalam melakukan penghitungan, karena penghitungan tidak lagi dilakukan secara manual melainkan dilakukan secara otomatis oleh sistem yang sudah terkomputerisasi. Sehubungan dengan proses penghitungan, keuntungan lain yang diperoleh oleh pihak panitia yaitu, meminimalisir terjadinya human error dalam memeriksa apakah suara tersebut sah atau tidak. Sedangkan keuntungan yang diperoleh pemilih yaitu, hemat waktu karena pemilih tidak perlu mengalokasikan waktu untuk datang ke tempat pemilihan guna memasukkan suaranya. Selain itu juga, meminimalisir terjadinya surat suara yang tidak sah karena kesalahan pemilih dalam melakukan cara pemilihan. Terlihat dengan jelas bahwa dengan memanfaatkan teknologi SMS Gateway, proses pemilihan yang dilakukan secara voting akan sangat mudah, cepat, dan hemat. Keuntungan tidak saja hanya didapatkan oleh pihak panitia tetapi juga didapatkan oleh pihak pemilih. / Election using voting method, is often still done manually, that is voter come to election place, select their candidate, and last they put ballot into ballot box. After all ballot are collected, the committee will count the ballot in traditional way too. They will count every ballot one by one. Looking at the current development of technology, the process of selecting actually can be done faster, easier, and safer, is by using SMS Gateway technology. By utilizing SMS Gateway, voter can put his vote anywhere and anytime as long as voters have a cell phone. Voters can simply send a SMS with format and destination number that have been determined by committee of election. There is many benefits to committee and for voters. Benefits for committee are they will not spend much money to buy equipment to support the election process like stationery (ink, pen, paper), procuring the ballot, rent a building, making voting booths and ballot boxes, and so on. In addition, the committee also will save time in doing calculation, because the calculation is no longer done manually but is done automatically by the system is already computerized. In connection with the counting process, another advantage gained by the committee is minimize human error in checking whether the vote is valid or not. While the benefits for voter is saving time because voters do not need to allocate their time to come to the polls in order to enter their vote. In addition, to minimize the occurrence of invalid ballots because of voter error in doing the election. Clearly seen that by utilizing the SMS Gateway technology, the selection process conducted by voting will be very easy, fast and efficient. The advantage not only just obtained by the committee but also obtained by the voters.
