Abstract

Environmental issues are a concern for the Indonesian government. The launch of ProKlim (Climate Village Program) was initiated as an effort to control climate change. This research aims to examine the form of participatory communication strategy built by the South Jakarta government which runs a national program derived from the Ministry of Environment and Forestry. The research method used is a case study of ProKlim in two different sub-districts and in the area of the Environmental Agency using constructivism theory. Data collection techniques used participant observation, interviews and documentation studies. The validity of the research data uses a triangulation technique that is confirmed through the results of interviews with research informants, including the head and staff of the environmental service tribe, the head of the Red Ant Foundation, and ProKlim actors. The results showed that there was a government strategy and also supporting factors for the implementation of ProKlim with the stages of synchronization between ProKlim work teams, program socialization, recruitment of climate villages, community participation to sustainable development activities packaged in the use of the concept of participatory communication. / Isu lingkungan menjadi konsentrasi bagi pemerintah Indonesia. Peluncuran ProKlim (Program Kampung Iklim) diinisiasi sebagai upya pengendalian perubahan iklim. Penelitian ini bertujuan untuk mengkaji bentuk strategi komunikasi partisipatif yang dibangun oleh pemerintah Jakarta Selatan yang menjalankan program nasional turunan dari Kementerian Lingkungan Hidup dan Kehutanan. Metode penelitian yang digunakan yakni studi kasus ProKlim di dua kecamatan yang berbeda dan di wilayah Suku Dinas Lingkungan Hidup menggunakan teori konstruktivisme. Teknik pengumpulan data yang dilakukan menggunakan observasi partisipan, wawancara dan studi dokumentasi. Keabsahan data penelitian menggunakan Teknik triangulasi yang dikonfirmasi melalui hasil wawancara informan penelitian yang diantaranya adalah Kepala dan staff suku dinas lingkungan hidup, Ketua Yayasan Semut Merah, dan pelaku ProKlim. Hasil penelitian menunjukan ada strategi pemeritah dan juga faktor pendukung terlaksananya ProKlim dengan tahapan sinkronisasi antar tim kerja ProKlim, sosialisasi program, perekrutan kampung iklim, partisipasi masyarakat sampai dengan kegiatan pembangunan berkelanjutan yang dikemas dalam penggunaan konsep komunikasi partisipasi.
