Abstract

Papua terintegrasi ke dalam Indonesia setelah terjadi Penentuan Pendapat Rakyat (PEPERA) pada tahun 1969, sebuah keputusan yang diakui dan disetujui oleh PBB. Meskipun demikian, tantangan tetap ada karena para pendukung Organisasi Papua Merdeka melakukan perlawanan, dan wacana seputar isu-isu Papua telah mendapat perhatian internasional karena negara-negara Pasifik Selatan mengangkat permasalahan tersebut. Tesis ini mengkaji secara kritis strategi diplomasi pemerintah Indonesia untuk mencegah internasionalisasi keprihatinan terkait Papua. Dengan menggunakan teori Realisme, penelitian ini menelaah upaya Indonesia dalam mewujudkan kepentingan nasional dan menegakkan kedaulatan atas Papua. Analisis dilakukan dengan pendekatan kualitatif menggunakan metode deskriptif kualitatif. Penelitian ini melakukan pengumpulan data sekunder melalui studi kepustakaan. Temuan-temuan dalam tesis ini menunjukkan bahwa strategi diplomasi Indonesia, seperti partisipasi dalam organisasi internasional, diplomasi ekonomi dan kerja sama pembangunan, pendekatan diplomasi kultural dan kerja sama dalam bencana dan lingkungan hidup, telah secara efektif mengatasi isu-isu terkait Papua yang diangkat pada pertemuan Majelis Umum PBB. Namun, strategi-strategi ini menunjukkan efektivitas yang terbatas dalam mitigasi diskusi terkait Papua di tingkat organisasi regional dan terbukti tidak efektif pada masyarakat kelas bawah. Hal ini menggarisbawahi perlunya pendekatan berbeda yang mencakup setiap aspek masyarakat, dan tidak hanya mencakup upaya pemerintah saja. / Papua became an integral part of Indonesia through the Act of Free Choice (PEPERA) in 1969, a decision duly acknowledged and sanctioned by the United Nations. Despite this, challenges persist as Free Papua Movement supporters resist, and the discourse surrounding Papua's issues has gained international attention due to South Pacific countries raising the problems. This thesis critically assesses the Indonesian government's diplomatic strategies to prevent the internationalization of Papua-related concerns. Utilizing Realism theory, it examines Indonesia's efforts to pursue its national interests and uphold sovereignty over Papua Analysis was carried out with a qualitative approach using qualitative descriptive methods. This research collects secondary data through a literature study. The thesis findings reveal that Indonesia's diplomatic strategies, such as participation in international organizations, economic diplomacy, and development cooperation, cultural diplomacy approaches, and cooperation in disasters and the environment, have effectively addressed Papua-related matters raised at the UNGA meeting. However, these approaches exhibit limited effectiveness in mitigating discussions at the regional organizational level and need to be revised at the grassroots level. It underscores the necessity for a different approach encompassing every community aspect, transcending governmental efforts alone.
