Abstract

Pada awal tahun 2020, pemerintah Indonesia menerapkan kebijakan pembatasan ekspor bijih nikel dengan tujuan untuk mendorong pengembangan industri hilir. Kebijakan tersebut memicu perselisihan perdagangan internasional antara Indonesia dan Uni Eropa, yang merupakan konsumen nikel mentah untuk industri baja di wilayah tersebut. Penelitian ini bertujuan untuk mengevaluasi implikasi kebijakan Indonesia tersebut terhadap hubungan ekonomi bilateral antara Indonesia dan Uni Eropa, terutama setelah keputusan World Trade Organization (WTO) diumumkan. Dengan menerapkan teori Ekonomi Politik Internasional dengan perspektif merkantilisme, penelitian ini menyelidiki kebijakan proteksionisme Indonesia terhadap nikel dan dampak internasional dari kebijakan tersebut. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan memanfaatkan data primer dari wawancara dan data sekunder yang diperoleh dari studi pustaka. Hasil temuan dari penelitian ini menunjukkan dampak yang kurang signifikan dari kebijakan pembatasan ekspor nikel mentah Indonesia terhadap ekspor nikel olahan ke pasar Eropa, neraca perdagangan, nilai investasi, dan perundingan perdagangan bebas antara Indonesia dan Uni Eropa. Selanjutnya, hubungan bilateral antara Indonesia dan Uni Eropa semakin memanas dengan adanya kebijakan-kebijakan Uni Eropa yang merugikan Indonesia, dan dengan tuntutan Indonesia di WTO terkait tarif impor pada produk biodiesel Indonesia. Strategi diplomasi yang bersifat tengah adalah pilihan yang tepat bagi Indonesia, terutama melalui penggunaan diplomasi komunikasi, diplomasi bilateral terhadap negara-negara anggota Uni Eropa yang memiliki pengaruh dalam mendukung kebijakan nikel, dan peningkatan intensitas diplomasi menuju WTO. / At the beginning of 2020, the Indonesian government implemented a policy of limiting nickel ore exports to encourage the development of downstream industries. This policy triggered an international trade dispute between Indonesia and the European Union, which is a consumer of raw nickel for the steel industry in the region. This research aims to evaluate the implications of Indonesia's policy on bilateral economic relations between Indonesia and the European Union, especially after the announcement of the World Trade Organization's (WTO) decision. By applying International Political Economy theory with a mercantilism perspective, this research investigates Indonesia's protectionist policy towards nickel and the international impact of this policy. The research method is descriptive qualitative, using primary data from interviews and secondary data from a literature study. The findings of this research show a less significant impact of Indonesia's raw nickel export restriction policy on processed nickel exports to the European market, trade balance, investment value, and free trade negotiations between Indonesia and the European Union. Furthermore, bilateral relations between Indonesia and the European Union are increasingly heating up with European Union policies detrimental to Indonesia and with Indonesia's demands at the WTO regarding import tariffs on Indonesian biodiesel products. A moderate diplomacy strategy is the right choice for Indonesia, primarily through communication diplomacy, bilateral diplomacy towards European Union member countries that influence supporting nickel policy and increasing the intensity of diplomacy towards the WTO.
