Abstract

Indonesia merupakan negara yang memiliki keanekaragaman budaya. Keunggulan Indonesia terhadap budayanya ini dijadikan instrumen untuk menunjukan eksistensinya dan memperkenalkannya kepada negara lain. Budaya dapat menjadi cara yang digunakan dalam interaksi internasional yang disebut diplomasi budaya. Kementerian Pendidikan membuat program pertukaran mahasiswa yaitu Indonesian International Student Mobility Awards (IISMA) yang tujuannya tidak hanya untuk meningkatkan SDM, namun mempromosikan budaya Indonesia ke berbagai negara melalui mahasiswa sebagai perwakilan Indonesia agar dapat meningkatkan citra positif di mata dunia dengan melakukan people-to-people contact karena berinteraksi langsung dengan masyarakat internasional. Untuk menjelaskan diplomasi budaya akan menggunakan teori konstruktivisme dan konsep soft power. Penelitian ini menggunakan metode kualitatif untuk menjelaskan diplomasi budaya yang dilakukan oleh mahasiswa di luar negeri. Data yang disajikan diperoleh dari data primer yaitu wawancara dan data sekunder melalui studi kepustakaan dan penelusuran informasi melalui internet. Teknik analisis data yang dipakai adalah teknik deskriptif. Hasil yang diperoleh dapat disimpulkan bahwa program pertukaran mahasiswa IISMA merupakan suatu kegiatan diplomasi budaya dari pemerintah karena mewajibkan para mahasiswa untuk melakukan kegiatan budaya dan mengharuskan mahasiswa untuk ikut mempromosikan budaya Indonesia dengan kreativitas masing-masing. / Indonesia is a country that has cultural diversity. Indonesia's superiority in its culture is used as an instrument to show its existence and introduce it to other countries. Culture can be used in international interactions as a form of cultural diplomacy. The Ministry of Education created a student exchange program, namely the Indonesian International Student Mobility Awards (IISMA), whose purpose is not only to improve human resources but also to promote Indonesian culture to various countries through students as representatives of Indonesia in order to enhance a positive image in the eyes of the world by making people-to-people contact because they interact directly with the international community. To explain cultural diplomacy, we will use constructivism theory and the concept of soft power. This research uses qualitative methods to explain cultural diplomacy carried out by students abroad. The data presented is obtained from primary data, namely interviews, and secondary data through literature studies and information searches via the internet. The data analysis technique used is the descriptive technique. The results obtained can be used to conclude that the IISMA student exchange program is a cultural diplomacy activity from the government because it requires students to carry out cultural activities and participate in promoting Indonesian culture with their respective creativity.
