Abstract

Globalisasi dan digitalisasi telah menjadi hal vital kita dalam berinteraksi. Hal ini menyebabkan perubahan besar-besaran di semua lini kehidupan yang dapat dirasakan oleh hampir seluruh umat manusia. kita dihadapkan pada keterhubungan koneksi yaitu Cyber yang membawa dunia kepada Domain Cyber yang tidak memiliki Batasan wilayah territorial antara satu sama lain. Indo-Pasifik merupakan salah satu konsep kawasan yang menjadi poros ekonomi global saat ini, dimana The Quad dengan pengaruhnya di wilayah serta Tiongkok sebagai tantangannya. Didalam persaingan ini, instabilitas wilayah dipertaruhkkan tak terkecuali Domain Cyber. Dengan pendekatan sejarah dan tinjauan konflik yang terjadi serta kondisi saat ini dengan melihat dari sudut pandang Positivism dimana Neoliberalism melihat Cyber sebagai suatu kesempatan daripada sebuah persaingan pengaruh didalam wilayah Indo-Pasifik menjadi jalan untuk dapat bekerja-sama didalam Diplomasi Siber serta mengalihkan persaingan Geopolitik The Quad dan Tiongkok dan beberapa negara terdampak diwilayah Indo-Pasifik menerapkan inovasi keamanan dan pengembangan standar keamanan siber sebagai solusi yang berkontribusi pada keamanan siber yang kuat di seluruh Indo-Pasifik bukan hanya bagi yang aktor negara dan non-negara yang berpengaruh, namun juga keseluruhan wilayah terdampak di Indo-Pasifik/Globalization and digitalization have become crucial aspects of our interactions. This has resulted in significant changes across all aspects of life that can be felt by almost the entire human population. We are faced with the interconnectedness, namely the Cyber connection, which leads the world into the Cyber Domain without territorial boundaries among each other. The Indo-Pacific is one of the regional concepts serving as the axis of the current global economy, where The Quad, with its influence in the region, and China as its challenge play significant roles. In this competition, regional instability is at stake, including in the Cyber Domain.Taking a historical approach and reviewing conflicts that have occurred, along with the current conditions from the perspective of Positivism, where Neoliberalism views Cyber as an opportunity rather than a competition for influence within the Indo-Pacific region, becomes a pathway to collaborate in Cyber Diplomacy and redirect the Geopolitical competition between The Quad and China. Several impacted countries in the Indo-Pacific region are implementing Security innovations and developing Cyber Security standards as a solution that contributes to strong Cyber Security throughout the entire Indo-Pacific, not only for influential state and non-state actors but also for the entire affected region in the Indo-Pacific.
