Abstract

Permasalahan perdagangan manusia di perbatasan Indonesia dan Malaysia, khususnya di wilayah Kalimantan Barat, terus menjadi tantangan yang belum terselesaikan. Keunikan letak geografis yang strategis dan dekat antara Indonesia dengan Malaysia ini yang juga menjadi salah satu alasan pemicu aktivitas perdagangan terjadi di perbatasan wilayah tersebut. Meskipun telah dilakukan berbagai komitmen kerja sama oleh Pemerintah, pihak swasta hingga LSM Indonesia dan Malaysia dalam upaya menanggulangi permasalahan ini, namun kejahatan ini masih terus terjadi. Penelitian ini bertujuan untuk mengungkap penyebab perdagangan manusia di wilayah perbatasan tersebut dan menganalisis alasan di balik tingginya kasus kejahatan ini meskipun telah dilakukan berbagai upaya bersama oleh kedua negara. Dengan menggunakan pendekatan teori Liberalisme Kerjasama Internasional, penelitian ini menyoroti bentuk-bentuk perdagangan manusia yang masih marak terjadi di wilayah tersebut dan berbagai upaya serta komitmen kerjasama internasional yang telah dilakukan oleh Indonesia dan Malaysia. Hasil penelitian menunjukkan bahwa bentuk – bentuk yang perdagangan manusia mayoritas kepada eksploitasi seksual yang masih menduduki peringkat teratas dengan korban mayoritas perempuan maupun anak – anak perempuan. Berbagai dilema yang dihadapi oleh kedua negara membuat kejahatan ini masih marak terjadi terutama di wilayah perbatasan Indonesia dan Malaysia tersebut, meskipun telah ada komitmen dan langkah-langkah penanggulangan yang telah diambil dan dilakukan oleh Pemerintah Indonesia dan Malaysia. Oleh karena itu, perlu dilakukan peningkatan upaya penanggulangan di berbagai sektor untuk penanggulangan perdagangan manusia di wilayah perbatasan Indonesia-Malaysia tersebut termasuk perluasan upaya pemberdayaan ekonomi dan perlindungan sosial untuk mengatasi akar permasalahan ini secara efektif / The issue of human trafficking at the Indonesia-Malaysia border, particularly in the region of West Kalimantan, continues to be an unresolved challenge. The strategic geographical proximity between Indonesia and Malaysia is a unique factor that triggers trafficking activities in this border region. Despite various commitments and collaborations from the governments, private sectors, and NGOs of both Indonesia and Malaysia in addressing this problem, human trafficking persists. This research aims to uncover the causes of human trafficking in this border region and analyze the reasons behind the high incidence of this crime despite joint efforts by both countries. Using the International Cooperation Liberalism theory, the research highlights the prevalent forms of human trafficking in the area and the collaborative efforts undertaken by Indonesia and Malaysia. The research findings indicate that human trafficking predominantly takes the form of sexual exploitation, with a significant number of female and underage victims. Various dilemmas faced by both countries contribute to the persistence of this crime, especially in the Indonesia-Malaysia border region, despite the committed counter-trafficking measures. Therefore, there is a need for increased efforts across various sectors to combat human trafficking in the Indonesia-Malaysia border region. This includes expanding economic empowerment initiatives and social protection measures to effectively address the root causes of this issue.
