Abstract

The current situation in the Democratic Republic of Timor Leste or internationally known as East Timor, is indeed now relatively stable compared to previous periods which were marked by violence. This thesis aims to find out the dynamics of economic cooperation by emphasizing the existence of Indonesian SOEs (BUMN) in Timor Leste. In addition, this thesis also identifies the significance of Indonesian SOE's presence since East Timor became independent in 2002 until 2019. The complex history certainly influences the bilateral relations between Indonesia and Timor Leste even until today’s age. The 25-year integration with Indonesia actually left wounds for the people of Timor Leste, in 1999 a referendum that was supervised by the UN resulted Timor Leste to break away from its integration with Indonesia and stand as an independent and sovereign country. It is interesting to see the bilateral relations of both of countries today, which despite the historical implications, Indonesia and Timor Leste have developed into partners that rely on each other. I use qualitative approach in this thesis using analysis and interpretation of data obtained through literature studies, online studies, and interviews. By using the theory of Neo-liberalism as a theoretical basis and also the concept of state sovereignty, bilateralism, and diplomacy, I identify the dynamics of economic cooperation between Indonesia and Timor Leste. I also look further at the presence of Indonesian SOEs in Timor Leste which also has an influence on Timor Leste's economy and see the presence of SOEs which has an impact in deepening diplomatic relations between Indonesia and Timor Leste. / Keadaan di Republik Demokratik Timor Leste atau secara internasional dikenal sebagai East Timor, memang sekarang sudah cukup relatif stabil dibandingkan masa-masa sebelumnya yang diwarnai banyak kekerasan dan huru-hara. Penulisan skripsi ini bertujuan untuk mengetahui dinamika kerja sama ekonomi dengan menitikberatkan terhadap keberadaan BUMN Indonesia di Timor Leste. Selain itu, skripsi ini juga mengidentifikasi siginifikansi kehadiran BUMN semenjak Timor Leste merdeka di Tahun 2002 hingga tahun 2019. Adapun yang menjadi latar belakang penulisan ialah Indonesia dan Timor Leste yang mempunyai sejarah yang sangat kompleks yang tentu mempengaruhi hubungan bilateral keduanya hingga saat ini. Integrasi selama 25 tahun dengan Indonesia justru meninggalkan luka bagi masyarakat Timor Leste sehingga pada tahun 1999 diadakan jajak pendapat yang diawasi PBB dan Timor Leste memutuskan untuk melepaskan diri dari integrasinya dengan Indonesia dan berdiri sebagai negara yang merdeka dan berdaulat. Sungguh menarik melihat hubungan bilateral keduanya dewasa ini, yang walau terdapat implikasi historis, namun Indonesia dan Timor Leste kini berkembang menjadi mitra yang saling mengandalkan satu dengan lainnya. Penulis menggunakan pendekatan kualitatif dalam skripsi ini dengan menggunakan analisis dan interpretasi terhadap data-data yang diperoleh melalui studi pustaka, studi daring, dan wawancara. Dengan menggunakan teori Neo-liberalisme sebagai landasan teori dengan mengkooperasikannya konsep kedaulatan negara, bilateralisme, dan diplomasi penulis mengidentifikasi dinamika perjalanan kerja sama ekonomi antar Indonesia dan Timor Leste. Penulis juga menilik lebih jauh kehadiran BUMN Indonesia di Timor Leste yang turut berpengaruh terhadap roda perekonomian Timor Leste dan melihat apakah kehadiran BUMN tersebut berdampak terhadap hubungan diplomatik keduanya.
