Abstract

As a developing country, Indonesia is active in carrying out development in various aspects of life, including aspects of information and technology. With technology, people are helped because their work can be done more effectively and efficiently. In terms of government work, the presence of technology allows the government to provide fair and transparent services, as well as provide healthy competition. The task of the state is not only to maintain order, but the state must also fulfill the needs of their people both in the form of goods and services. The way to fulfill people's needs can be done through the procurement of goods and services. Procurement of goods and services is generally carried out in a conventional way, namely through an auction process involving participants and the auction committee directly, however, along with the development of technology, this method is no longer considered effective both in terms of time and cost. Therefore, digitalization is carried out in the procurement of goods and services. The aim of this research was to find out the application of procurement principles based on the regulations of the Minister for State-Owned Enterprises and to find out what forms of legal relations exist between PT. Angkasa Pura Kargo with goods/service providers in terms of procurement using e-purchasing. The data in this research is divided into two, namely primary and secondary sources. This research was carried out by conducting a literature study and also carrying out sampling. The approach taken is a case approach and the data analysis is qualitative. From what has been researched, the result is that the process of procuring goods and services through e-purchasing at PT. Angkasa Pura Kargo is run by implementing all the principles regulated in Article 147 of the Minister of State-Owned Enterprises Regulation number PER-2 MBU/03/2023. And the results also obtained that the means of legal relations between PT. Angkasa Pura Kargo and goods/service providers can form an agreement in the form of a Purchase Order (PO).
