Abstract

Along with the advancement of technology and the increasing demand for telecommunication services, the construction of new towers has become a crucial step to ensure optimal connectivity for users. This new tower is built as part of network expansion to support emerging technologies such as 5G networks. At the location of the new nominal point, there are two options for selecting the type of tower that can be built according to PT. MSP, namely the monopole tower or the SST tower. The aim of this research is to calculate the Life Cycle Cost for the 2 types of SST and Monopole Towers and to conduct a comprehensive evaluation of the investment feasibility methods for SST and Monopole tower types. From these two alternatives, the most economically feasible alternative is selected. Then, a sensitivity analysis is performed on the selected tower type alternative, considering investment feasibility parameters, namely NPV, IRR, and PP. Finally, an analysis of soil bearing capacity and foundation design is conducted for the selected tower type. The Life Cycle Cost of the 41 m SST tower over a 20-year economic life span (from 2024 to 2043) resulted in a total investment cost of Rp. 1,161,832,395. Meanwhile, the Life Cycle Cost of the 27 m monopole tower over the same period yielded a total investment cost of Rp. 1,429,189,542. Findings from this research show that the investment feasibility analysis NPV for Monopole is Rp. 942,977,239, while NPV for the 41 m SST Tower is Rp. 756,541,629. Both NPV values are positive, indicating that both types of towers are feasible for construction. The payback period calculation for the 27 m monopole tower is 4 years 5.9 months, and the payback period for the 41 m SST tower is 6 years 0.5 months, both greater than the MARR value of 13.5%. The IRR percentage for both the 27 m monopole tower and the 41 m SST tower is greater than the company's set MARR value of 13.5%. In the Profitability Index (PI) calculation, the PI values for both the 27 m monopole and SST41 towers are greater than 1, meaning both tower model options can be implemented. Sensitivity analysis conducted on the selected alternative found that a maximum percentage increase in tower construction/investment costs at 9% is still feasible. Also, if the revenue from tower rental income decreases by more than 9%, the investment in constructing the monopole tower is not feasible. However, if there is an increase in operational costs ranging from 10% to 50%, the investment is still feasible. By comparing the capital budgeting analysis methods above, the alternative of constructing the 27 m Monopole tower is more economically feasible and profitable compared to the 41 m SST tower type. / Seiring dengan perkembangan teknologi dan peningkatan permintaan layanan telekomunikasi, pembangunan tower baru menjadi suatu langkah penting untuk memastikan konektivitas yang optimal bagi pengguna. Dimana tower baru ini dibangun sebagai bagian dari ekspansi jaringan untuk mendukung teknologi baru seperti jaringan 5G. Pada lokasi titik nominal baru terdapat 2 opsi pemilihan tipe tower yang bisa dibangun menurut PT. MSP yaitu tipe tower monopole atau tipe tower SST. Tujuan penelitian ini adalah menghitung biaya siklus hidup (Life Cycle Cost) pada 2 tipe Tower SST dan Monopole dan melakukan evaluasi komprehensif terhadap metode kelayakan investasi pada tipe tower SST dan tipe tower Monopole. Dari 2 alternatif tersebut dipilih alternatif yang paling layak dari sisi ekonomi teknik, kemudian melakukan analisis sensitivitas terhadap alternatif tipe tower yang terpilih, dengan memperhatikan parameter kelayakan investasi yaitu NPV, IRR dan PP, terakhir melakukan analisis daya dukung tanah dan desain pondasi pada tipe tower terpilih. Biaya siklus hidup tower SST 41 m selama umur ekonomis 20 tahun (tahun 2024 s.d tahun 2043) diperoleh total biaya investasi Rp. 1,161,832,395. Sedangkan biaya siklus hidup tower monopole 27 m selama umur ekonomis 20 tahun (tahun 2024 s.d tahun 2043) diperoleh total biaya investasi Rp. 1,429,189,542. Temuan dari penelitian ini menunjukkan analisa kelayakan investasi NPV Monopole Rp. 942,977,239, sedangkan NPV Tower SST 41 m Rp. 756,541,629, hasil kedua nilai NPV bernilai positif yang berarti kedua tipe tower layak untuk dibangun. Perhitungan pay back period pada tower monopole 27 m adalah 4 tahun 5,9 bulan dan pay back period tower SST41 m adalah 6 tahun 0,5 bulan, bernilai lebih besar dari nilai MARR 13,5 %. Persentase IRR pada tower monopole 27 m dan tower SST 41m lebih besar dari nilai MARR yang ditetapkan oleh perusahaan sebesar 13,5 %. Pada hasil perhitungan Profitability Index (PI), nilai PI monopole 27 m dan SST41 m lebih besar dari 1, artinya kedua pilihan model tower dapat dijalankan. Analisis sensitivitas yang dilakukan terhadap alternatif yang dipilih, ditemukan bahwa persentase kenaikan biaya pembangunan / investasi tower maksimal di angka 9 % masih layak untuk dijalankan, namun jika revenue dari pendapatan sewa tower berkurang di atas 9 % maka investasi pembangunan tower monopole tidak layak dijalankan. Sedangkan jika terjadi penambahan/kenaikan biaya operasional sebesar 10% - 50%, investasi masih layak untuk dijalankan. Dengan melihat perbandingan metode analisis capital budgeting di atas, maka alternatif pembangunan tower tipe Monopole 27 m lebih layak ataupun menguntungkan untuk dijalankan dibandingkan tipe Tower SST41 m.
