Abstract

The previous research indicates that the evaluation of training programs has not addressed the performance aspects of each participant. Therefore, this study aims to evaluate the Officer Development Program (ODP) training using the Kirk Patrick model at the reaction level (training satisfaction), learning (learning outcomes), and behavior. To address this research objective, the research method used in this study is a mixed-method approach. Several instruments, such as questionnaires, tests, and interviews, were employed to gather information. The research subjects were seven ODP participants. Additionally, three managers from organization A were involved to validate the data obtained from ODP participants. The results of the evaluation at the reaction level show that overall, ODP participants are quite satisfied with the onsite training. At the learning level, out of the seven ODP participants, one scored below 60. At the behavior level, all ODP participants did not complete 100% of the required tasks in each department. However, all ODP participants not exhibited behavior in line with the indicators required. From the evaluation results, it can be concluded that the training evaluation for ODP (Officer Development Program) has not been effective in achieving the program's goals. Recommendations for the training program include modifying the learning model to enhance adaptability, resilience, job management, and problem-solving skills. / Penelitian terdahulu menunjukan evaluasi pelatihan program – program pelatihan belum menyentuh aspek kinerja dari masing – masing peserta pelatihan. Oleh karena itu, penelitian ini bertujuan mengevaluasi pelatihan Officer Development Program (ODP) menggunakan model Kirk Patrick pada level reaksi (kepuasan pelatihan), learning (hasil belajar), dan behavior (perilaku). Untuk menjawab tujuan penelitian tersebut, metode penelitian yang digunakan pada penelitian ini adalah metode mix method. Sejumlah instrumen seperti kuesioner, tes, dan wawancara dilakukan untuk mengumpulkan informasi. Subjek penelitian yaitu tujuh orang peserta ODP. Selain itu tiga orang manajer dari organisai A dilibatkan untuk validasi data dari yang didapatkan dari peserta ODP. Hasil dari penelitian evaluasi level reaksi yaitu keseluruhan peserta ODP cukup puas dengan pelatihan onsite. Pada level learning, dari tujuh peserta ODP, satu orang skor di bawah 60. Pada level behavior (perilaku), semua peserta ODP tidak menyelesaikan 100% tugas yang disyaratkan di setiap department. Semua peserta ODP belum sepenuhnya menunjukan perilaku sesuai indikator yang disyaratkan pada evaluasi level behavior (perilaku). Dari hasil evaluasi, maka evaluasi pelatihan ODP belum efektif dalam mencapai tujuan program. Adapun rekomendasi untuk program pelatihan modifikasi model pembelajaran yang dapat meningkatkan kemampuan adaptasi, kegigihan, pengelolaan pekerjaan, dan pemecahan masalah
