Abstract

The issue of project management failure is a concern as the development needs of the present increase. Construction projects in the consumption sector lead to complexity and multi-organizational management ratios involving central and regional government, project owners, and project implementers. In principle, there is a quality that must be achieved in every aspect of construction, where the standards for implementing construction projects are regulated in the Law on Construction Services (UUJK). This study aims to extract standards in the implementation phase of F&B outlets that provide quality value at the project owner level, where questions arise regarding supervision principles according to Construction Management, supervisory function indicators, analysis of the effect of monitoring functions on the quality of construction work, and recommendations for improved functions supervision of the quality of F&B outlet project work. The hypothesis of the research is that the good implementation of the project will have a good quality impact on an F&B outlet construction. The research data is obtained through literature studies and objective data from the research field, which is processed by quantitative statistical methods. The results of the study indicate that the most influential factors in improving quality performance are completeness of work drawings, work agreements (contracts), and construction documents. Some other influential factors are good project administration, minimal change order, and successful communication between implementing members. The success factors of the supervisory function are influenced by management, coordination and good supervision. Success in appointing a project manager, as well as the accuracy of the use of materials, skilled labor and methods of implementing production are also variables that have a successful impact on the supervision of F&B outlet projects. / Isu kegagalan manajemen proyek menjadi perhatian seiring dengan bertambahnya kebutuhan pembangunan pada masa kini. Proyek kontruksi dalam sektor konsumsi menimbulkan rasio kompleksitas dan manajemen multi-organisasi yang melibatkan pihak pemerintah pusat dan daerah, pemilik proyek, dan pelaksana proyek. Secara prinsip, ada kualitas yang harus dicapai dalam setiap aspek pelaksanaan konstruksi, dimana standar pelaksanaan proyek kontruksi telah diatur dalam Undang-Undang Jasa Konstruksi (UUJK). Penelitian ini memiliki tujuan untuk mengekstraksi standar dalam tahap pelaksanaan konstruksi outlet F&B yang memberikan nilai kualitas di tingkat pemilik proyek, dimana muncul pertanyaan mengenai prinsip hal pengawasan menurut Manajemen Konstruksi, indikator fungsi pengawasan, analisis pengaruh fungsi pengawasan terhadap kualitas pekerjaan konstruksi, dan rekomendasi perbaikan fungsi pengawasan terhadap kualitas pekerjaan proyek outlet F&B. Adapun hipotesis dari penelitian adalah bahwa baiknya pelaksanaan proyek akan memberikan dampak kualitas yang baik bagi sebuah konstruksi outlet F&B. Data penelitian diperoleh melalui studi literatur dan data objektif dari lapangan penelitian, yang diolah dengan metode kuantitatif statistika. Hasil penelitian menandakan bahwa faktor yang paling berpengaruh dalam meningkatkan kinerja kualitas adalah kelengkapan gambar kerja, perjanjian (kontrak) kerja, dan dokumen konstruksi. Beberapa faktor berpengaruh lainnya adalah adanya administrasi proyek yang baik, minimnya change order, dan keberhasilan komunikasi antar anggotapelaksana. Adapun faktor keberhasilan fungsi pengawasan dipengaruhi oleh manajemen, koordinasi dan pengawasan yang baik. Keberhasilan dalam menunjuk seorang manajer proyek, serta ketepatan penggunaan material, tenaga terampil dan metode pelaksanaan produksi juga menjadi variabel yang memberikan dampak keberhasilan bagi pengawasan proyek outlet F&B.
