Abstract

Indonesia sebagai negara kepulauan terbesar tidak hanya terletak di posisi yang strategis secara geografis tetapi juga memiliki potensi sumber daya laut yang besar, salah satunya adalah sumber daya perikanan. Potensi yang besar ini membuat Indonesia kerap menjadi korban praktik pencurian ikan ilegal atau yang dikenal dengan IUU fishing oleh negara-negara sekitarnya. Kerugian yang diakibatkan oleh IUU fishing telah membuat pemerintah Indonesia menerapkan berbagai kebijakankebijakan untuk menekan kegiatan IUU fishing di wilayah perairannya. Penelitian ini bertujuan untuk menganalisa bagaimana upaya pemerintah Indonesia di bawah Presiden Joko Widodo untuk menekan kegiatan IUU fishing di wilayah Indonesia. Penelitian ini juga bertujuan untuk mengkaji upaya Indonesia dalam menangani IUU fishing melalui kebijakannya yaitu dengan melakukan kerja sama bilateral dengan Thailand serta bagaimana tantangan yang harus dihadapi oleh kedua belah pihak dalam melakukan kerja sama penanganan IUU fishing ini. Penelitian ini menggunakan metode penelitian deskriptif-kualitatif. Data yang dikumpulkan adalah data kualitatif yang berasal dari studi kepustakaan, website pemerintah, buku, jurnal, berita, artikel dan wawancara dengan Kepala Sub Direktorat Asia Tenggara III. Teori dan konsep yang digunakan adalah teori neoliberalisme, interdependensi, kerja sama internasional, hubungan dan kerja sama bilateral dan pembangunan ekonomi. Dari penelitian ini dapat disimpulkan bahwa IUU fishing tidak dapat diselesaikan sendiri oleh suatu negara, perlu adanya kerja sama antar negara agar dapat membrantas masalah IUU fishing secara lebih efektif. Kerja sama antara Indonesia dan Thailand dalam bidang perikanan ini memiliki kesamaan tujuan yaitu menekan kegiatan IUU fishing di kedua negara. Oleh sebab itu, kerja sama ini dianggap dapat memberikan keuntungan yang maksimal bagi kedua belah pihak. / Indonesia as the largest archipelagic country is not only located in a geographically strategic position but also has great potential of marine resources, one of them being fishery resources. This great potential makes Indonesia a target of illegal fishing done by neighboring countries or known as IUU fishing. This disadvantage caused by IUU fishing eventually made Indonesia implement some policies in combating IUU fishing activities in its area. This research is made to analyze the effort of government of President Joko Widodo in combating IUU fishing activities in the territorial waters of Indonesia. This research is also done to examine Indonesia’s effort in handling IUU fishing through Indonesian government policy in combating IUU fishing activities by doing bilateral cooperation with Thailand and considering the challenges that would be faced by both states in the cooperation of handling this IUU fishing. This study utilizes descriptive-qualitative research methods. The data collected for this research are qualitative in nature, which come from literature review, government websites, books, journals, news, articles and interview with Head of Sub Directorate Southeast Asia III. Theories and concepts used in this study include neoliberalism theory, interdependency, international cooperation, bilateral relations and cooperation, and economic development. From this research, it can be concluded that IUU fishing cannot be solved by one country, it needs cooperation between other countries in order to overcome IUU fishing problem effectively. The cooperation between Indonesia and Thailand in the field of fishery has one same goal which is to combat IUU fishing activities in both countries. Therefore, this cooperation is considered to benefit both states.
