Abstract

The South China Sea dispute affects the political stability and security of the Southeast Asian region. The South China Sea Conflict is generally a matter of mutual claims over the islands located in the South China Sea, that the South China Sea conflict can attract large countries. This thesis tries to identify and describe why ASEAN plays an important role in resolving the South China Sea conflict, as well as explaining the mechanism developed by ASEAN in resolving the South China Sea conflict This research uses a qualitative method with sources obtained from literature studies, carried out by collecting data from valid written document sources and various other empirical sources from the Johannes Oentoro library located at Pelita Harapan University, Ebsco and other data such as journals and articles from the Internet. The data is then analyzed to draw conclusions to answer research questions that have been prepared previously. In this study using the theory of neo-liberalism with a theoretical framework that is soft diplomacy, regionalism and trust building. The interesting thing from this research is that ASEAN seeks to resolve the South China Sea conflict collectively and the establishment of the ASEAN Regional Forum makes instruments and solutions for ASEAN for international political and security issues by attracting large countries so that it can bring China to sit together in multilateral forums so that emphasizing dialogue rather than using military force to resolve conflicts, and ARF is expected that China can resolve the South China Sea conflict in accordance with international norms. Therefore ARF is seen as an ASEAN collective strategy in resolving South China Sea claims. / Sengketa Laut Cina Selatan berpengaruh terhadap stabilitas dan keamanan politik wilayah Asia Tenggara. Konflik Laut Cina Selatan umumnya mempersoalkan saling klaim atas kepulauan yang berada di Laut Cina Selatan, bahwa konflik Laut Cina Selatan bisa menarik negara-negara besar. Skripsi ini mencoba mengidentifikasi dan mendeskripsikan kenapa ASEAN berperan penting dalam menyelesaikan konflik Laut Cina Selatan, serta menjelaskan mekanisme yang dibangun ASEAN dalam menyelesaikan konflik Laut Cina Selatan Penelitian menggunakan metode kualitatif dengan sumber yang diperoleh dari studi pustaka, dilakukan dengan cara mengumpulkan data-data dari sumber dokumen tertulis yang valid dan berbagai sumber empiris lain dari perpustakaan Johannes Oentoro yang terletak di Universitas Pelita Harapan, Ebsco dan data lain seperti jurnal dan artikel dari internet. Data tersebut kemudian dianalisis untuk ditarik kesimpulan untuk menjawab pertanyaan penelitian yang telah disusun sebelumnya. Dalam penelitian ini menggunakan teori neo-liberalisme dengan kerangka teori yaitu soft diplomacy, regionalisme dan trust building. Hal yang menarik dari penelitian ini, bahwa ASEAN berupaya menyelesaikan konflik Laut Cina Selatan secara kolektif dan dibentuknya ASEAN Regional Forum menjadikan instrumen dan solusi untuk ASEAN untuk isu politik dan keamanan international dengan menarik negara-negara besar sehingga dapat membawa Tiongkok duduk bersama di forum multilateral agar menekankan dialog dibandingkan menggunakan kekuatan militer untuk menyelesaikan konflik, serta ARF diharapkan Tiongkok dapat menyelesaikan konflik Laut Cina Selatan sesuai dengan norma-norma internasional. Oleh karena itu ARF dipandang sebagai strategi kolektif ASEAN dalam menyelesaikan klaim Laut Cina Selatan.
