Abstract

Since the 1978 economic reform, China has placed most of its focus on economic development. However, the late 20th century exposes China to the challenges of rapid economic growth and urbanization, that would be energy security. Increasing energy demand has created an asymmetrical relationship between energy production and consumption, with more and more of its energy coming from beyond its borders, energy security has become an increasingly important part of Chinese politics. This can be observed by their Five-Year Plan which promotes the development of renewable energy sector to keep up with its ever-growing energy demand. This research is conducted to better understand the influence of China towards Indonesia and Vietnam through its energy security, and to better understand the relations between economic and energy activity of China. This research will utilize qualitative approach with descriptive research method, data are gathered from literature study by collecting and analyzing secondary data, neorealism theory used in this research argues that national interests of China like energy security has forced China to exploit comparatively smaller powers in neighboring countries and create imbalance relations, from its assertive and aggressive SCS claims which promotes a concerning security dilemma, having the potential to draw in other major powers within and beyond the region and implications on two ASEAN countries Indonesia and Vietnam, and how China’s generosity from BRI, is meant to complement its growing renewable energy industry. The key three principle of BRI of regional connectivity, ease of trade, and social mobility deeply benefits China’s heavily subsidized industries that is poised to dominate foreign markets, while exploiting foreign labor and workforce. This research does not try to dispute the expected benefits from BRI, but add awareness of the underlying risks and skepticism regarding the political and economic intent of China’s energy related investment. / Sejak reformasi ekonomi tahun 1978, Tiongkok menaruh sebagian besar fokusnya pada pembangunan ekonomi. Namun, akhir abad ke-20 menghadapkan Tiongkok pada tantangan pertumbuhan ekonomi dan urbanisasi yang pesat, salah satunya adalah ketahanan energi. Meningkatnya permintaan energi telah menciptakan hubungan yang asimetris antara produksi dan konsumsi energi, dengan semakin banyaknya energi yang datang dari luar negeri, sehingga ketahanan energi telah menjadi bagian yang semakin penting dalam politik Tiongkok. Hal ini dapat dilihat dari Rencana Lima Tahunnya yang mendorong pengembangan sektor energi terbarukan untuk memenuhi permintaan energi yang terus meningkat. Tujuan penelitian ini adalah untuk mengerti pengaruh Tiongkok terhadap Indonesia dan Vietnam melalui ketahanan energi, serta mendalami pengertian tentang hubungan aksi ekonomik dan energi Tiongkok. Penelitian ini akan menggunakan pendekatan kualitatif dengan metode penelitian deskriptif, data dikumpulkan dari studi literatur dengan mengumpulkan dan menganalisis data sekunder, teori neorealisme yang digunakan dalam penelitian ini berpendapat bahwa kepentingan nasional Tiongkok seperti keamanan energi telah memaksa Tiongkok untuk mengeksploitasi kekuatan yang relatif lebih kecil di negara-negara tetangga. dan menciptakan hubungan yang tidak seimbang, mulai dari klaim Laut China Selatan yang tegas dan agresif yang mendorong dilema keamanan, berpotensi menarik negara-negara besar lainnya di dalam dan di luar kawasan dan implikasinya terhadap dua negara ASEAN, yaitu Indonesia dan Vietnam, dan bagaimana kemurahan hati Tiongkok dari BRI, dimaksudkan untuk melengkapi pertumbuhan industri energi terbarukan. Tiga prinsip utama BRI, yaitu konektivitas regional, kemudahan perdagangan, dan mobilitas sosial, sangat menguntungkan industri-industri yang disubsidi secara besar-besaran di Tiongkok dan siap mendominasi pasar luar negeri, sembari mengeksploitasi tenaga kerja dan tenaga kerja asing. Riset ini tidak mempermasalahkan manfaat yang diharapkan dari BRI, namun menambah kesadaran akan resiko mendasar dan skeptisisme mengenai investasi Tiongkok yang terkait dengan energi.
