Abstract

Krisis demokrasi global telah menjadi masalah serius dalam beberapa dekade terakhir, ditandai dengan kemunduran prinsip-prinsip dasar demokrasi seperti Pemilu yang bebas dan adil. Krisis demokrasi di Indonesia tercermin dalam meningkatnya angka golongan putih (golput) pada pemilihan umum dari tahun ke tahun, terutama di kalangan pemilih muda. Fenomena golput ini berpotensi menghambat perubahan politik yang positif karena rendahnya tingkat kepercayaan dan kredibilitas calon terpilih. Penelitian ini bertujuan untuk mengetahui bagaimana pengaturan tugas KPU untuk partisipasi masyarakat pada Pemilu dan bagaimana pelaksanaan tugas kewenangan serta tugas KPU untuk meningkatkan partisipasi masyarakat pada Pemilu. Metode penelitian ini memakai metode normatif empiris dengan menggunakan jenis data sekunder yang didukung dengan data primer yang berupa wawancara dengan narasumber yang berkaitan dengan Pemilu dan partisipasi masyarakat. Hasil penelitian menunjukkan bahwa meskipun KPU telah melakukan berbagai upaya sosialisasi dan pendidikan pemilih, tingkat golput tetap tinggi. Faktor-faktor teknis seperti kesalahan pendataan dan hambatan logistik masih menjadi kendala signifikan. Apatisme politik dan ketidakpercayaan terhadap kandidat juga menjadi alasan utama tingginya angka golput. Strategi KPU yang melibatkan kelompok strategis, penggunaan media sosial, dan program-program partisipatif telah memberikan dampak positif, namun belum cukup signifikan dalam menurunkan angka golput secara keseluruhan. Selain itu, partai politik perlu meningkatkan transparansi, akuntabilitas, dan efektivitas dalam kampanye mereka untuk menarik pemilih yang apatis dan skeptis. Penggunaan teknologi digital dan media sosial dapat menjadi alat yang lebih efektif jika digunakan dengan strategi yang tepat. Kemitraan dengan berbagai stakeholder juga penting untuk mencapai segmen masyarakat yang sulit dijangkau. / The global democracy crisis has become a serious issue over the past few decades, marked by the decline of fundamental democratic principles such as free and fair elections. The democracy crisis in Indonesia is reflected in the increasing number of non-voters (golput) in elections year after year, especially among young voters. This golput phenomenon has the potential to hinder positive political change due to the low level of trust and credibility in the elected candidates. This research aims to examine how the KPU (General Elections Commission) manages its duties to encourage public participation in elections and how it executes its authority and responsibilities to increase voter participation, using normative empirical research methods. This research method uses a normative empirical method using secondary data supported by primary data in the form of interviews with sources related to elections and community participation. The results indicate that despite various socialization and voter education efforts by the KPU, the golput rate remains high. Technical factors such as data errors and logistical barriers are still significant obstacles. Political apathy and distrust of candidates are also main reasons for the high golput rate. The KPU's strategies involving strategic groups, the use of social media, and participatory programs have had a positive impact but have not been sufficient to significantly reduce the golput rate overall. Additionally, political parties need to enhance transparency, accountability, and effectiveness in their campaigns to attract apathetic and skeptical voters. The use of digital technology and social media can be more effective if used with the right strategies. Partnerships with stakeholders are also crucial to reach segments of the population that are difficult to access.
