Abstract

Military power is an important aspect in maintaining the stability and security of the country. For the sake of national interests, Indonesia strengthens the country’s military with military cooperation with various countries, including United States. The cooperation did not always run smoothly, Indonesia dropped by the policy of arms embargo by the United States as a result of being accused of human ringhts violations in 1999. Various efforts were made in Indonesia to restore the military cooperation relationship with the United States. In that case, the research was conducted to answer the arms embargo policy impacts to Indonesia and what Indonesia’s efforts to restore military cooperation with the United States. The study uses qualitative approaches, historical study methods, and literature study techniques to analyze the data obtained. The results of this study showed that the impact of arms embargo on Indonesia was the operational equipment is not optimal which can cause a decrease in TNI performance. Another impact is encouraging Indonesia to cooperate with the other countries to modernize weapons. Indonesia also seeks to implement the values of liberal democracy in its policies, conduct various diplomacy, and prosecute issues of human rights abuses in East Timor. After arms embargo on Indonesia was officially lifted, the two countries increasing military cooperation. / Kekuatan militer merupakan aspek penting dalam menjaga kestabilitasan dan keamanan negara. Demi kepentingan nasional, Indonesia memperkuat militer negara dengan kerja sama militer dengan berbagai negara, termasuk Amerika Serikat. Kerja sama tidak selalu berjalan dengan lancar, Indonesia dijatuhkan kebijakan embargo senjata oleh Amerika Serikat akibat dituduh melakukan pelanggaran HAM pada tahun 1999. Berbagai upaya dilakukan Indonesia untuk memulihkan kembali hubungan kerja sama militer dengan Amerika Serikat. Dalam hal itu, maka penelitian ini dilakukan untuk menjawab apa dampak kebijakan embargo senjata terhadap Indonesia dan apa upaya Indonesia untuk memulihkan hubungan kerja sama militer dengan Amerika Serikat. Penelitian ini menggunakan pendekatan kualitatif, metode studi sejarah, serta teknik studi kepustakaan untuk dapat menganalisis data yang diperoleh. Hasil dari penelitian ini menunjukkan bahwa dampak dari kebijakan embargo senjata terhadap Indonesia adalah operasional alutsista yang tidak maksimal yang dapat menyebabkan penurunan performa TNI. Dampak lainnya adalah mendorong Indonesia untuk bekerja sama dengan negara lain untuk memodernisasikan senjata. Indonesia juga berupaya mengimplementasikan nilai-nilai demokrasi dalam kebijakannya, melakukan berbagai diplomasi, serta mengusut isu pelanggaran HAM di Timor Timur. Setelah embargo senjata resmi diangkat, kedua negara melakukan peningkatan kerja sama militer.
