Abstract

Turunnya Presiden Soeharto menandai suatu tahap dalam sejarah Indonesia di mana Indonesia mengarah kepada arah yang lebih baik dengan munculnya kebebasan berdemokrasi, tetapi juga membuka celah untuk masuknya kelompok-kelompok yang memiliki paham radikalisme. Terorisme sendiri didefinisikan sebagai suatu tindakan langsung ataupun tidak langsung yang ditujukan kepada kelompok atau orang-orang tertentu yang berpotensi menyebarkan ketakutan atau kekacauan di masyarakat. Penelitian ini dilakukan untuk mengamati serta menilai bagaimana peran negara dan masyarakat sipil dalam melawan terorisme dan paham radikalisme di Indonesia. Penelitian ini juga bertujuan untuk melihat program apa saja yang sudah dilakukan oleh baik pemerintah maupun masyarakat sipil untuk mendukung jalannya deradikalisasi. Dalam penelitian ini Penulis menggunakan teori realisme klasik, beserta dengan konsep penting seperti keamanan nasional dan kebijakan keamanan sebagai dasar kerangka berpikir. Penelitian ini juga menggunakan pendektan kualitatif serta menggunakan studi pustaka dan studi daring untuk pengumpulan datanya. Hasil penelitian ini menunjukkan bahwa isu terorisme dan radikalisme ini merupakan isu transnasional yang terus berkembang, tidak hanya di Indonesia tetapi di berbagai negara di seluruh dunia dan pemerintah harus menanggapi secara serius untuk menuntaskan isu ini. Pemerintah Indonesia sendiri didasari oleh resolusi yang dikeluarkan Persatuan Bangsa-Bangsa melakukan perlawanan dengan dua metode yaitu represif dan juga preventif. Metode represif dengan cara melakukan penangkapan teroris sedangkan metode preventif dengan program yang disebut deradikalisasi. Meski program ini diinisiasi oleh pemerintah Indonesia, pemerintah juga mengajak organisasi masyarakat seperti NU dan Muhammadiyah untuk terlibat aktif dalam menjalankan program tersebut. / Indonesia is a country with the largest Muslim population in the world. This does not rule out the existence of certain groups who want to make Indonesia an Islamic Sharia-based country. These so-called radical groups are not actually fighting for Islamic teachings, but rather their political agenda. If we examine where these radical groups came from, they generally originated from the Middle East which originally aimed to remove the influence of Western culture in the Middle East. This led them to define Islamic teachings to support their goals, in this case allowing the use of extreme violence which was hidden behind the 'Islamic Teachings'. These groups quickly spread throughout the world, and carried out acts of terror in various parts of the world such as the United States, Malaysia, the Philippines and Indonesia. Indonesia itself as part of the international community participates in obeying decisions that have been approved and issued by the international world, and make its efforts to fight the emerging terrorism. The Indonesian government also represses this action in a repressive and preventive manner. The government preventively runs a program called deradicalization. As for the Indonesian government's efforts to collaborate specifically two major Islamic organizations in Indonesia, namely NU and Muhammadiyah. This resistance effort is not only carried out in Indonesia, but also in other countries such as Malaysia, the Philippines, the United Kingdom and especially the United States.
