Abstract

Indonesia is a country that has a high biodiversity of cultures and natural resources including herbs and spices that spread from Sabang to Merauke. Therefore, Indonesia is known for its culinary delights. Indonesian cuisines are vibrant and colorful. Indonesia can certainly use this potential as a persuasion tool to achieve Indonesia's national interests in global realm. Realizing this, Indonesia uses gastro diplomacy strategy, which using the power of foods as the main instrument in conducting diplomacy. One country that has good relations with Indonesia and needs to be maintained is Germany. The implementation of Indonesian gastro diplomacy towards Germany is not limited to state actors; in this study, this research discusses Indonesia's efforts from the perspective of different actors. The research approach used is qualitative, while the research method used is field study by conducting in depth interviews with relevant policy makers. Aside from being a means of intercultural communication, through gastro diplomacy Indonesia can achieve its national interests. As a result, there are three ministerial institutions such as Ministry of Tourism, Ministry of Defense and Ministry of Foreign Affairs, also a non-state actor Aku Cinta Makanan Indonesia community whose implementing intensive and progressive diplomatic strategies towards Germany. Although the objectives are still fragmented from one another, it is based on Indonesia's interests to strengthen bilateral relations with Germany. There are a number of recommendations that need to be developed also reinforced by relevant actors for a better Indonesian diplomacy in the future. / Indonesia merupakan negara yang memiliki keberagaman budaya dan kekayaan alam termasuk bumbu dan rempah yang tersebar dari Sabang sampai Merauke. Seluruh perpaduan tersebut menjadikan Indonesia sebagai negara yang dikenal dengan kelezatan kulinernya. Masakan Indonesia yang kaya akan bumbu dan berwarna ini tentunya dapat digunakan sebagai alat persuasi untuk mencapai kepentingan nasional Indonesia. Menyadari hal itu Indonesia menggunakan strategi gastro diplomasi, yakni memanfaatkan makanan sebagai media utama dalam diplomasi. Salah satu negara yang mempunyai hubungan baik dengan Indonesia dan perlu terus dijaga adalah Jerman. Pelaksanaan gastro diplomasi Indonesia terhadap Jerman tidak terbatas aktor negara saja. Dalam penelitian ini penulis membahas upaya Indonesia dari perspektif aktor yang berbeda. Pendekatan penelitian yang digunakan adalah kualitatif, sedangkan metode penelitian yang digunakan adalah studi lapangan dengan melakukan wawancara mendalam dengan para pemangku kebijakan terkait. Selain sebagai alat komunikasi antarbangsa, melalui gastro diplomasi Indonesia dapat mencapai kepentingan nasionalnya. Hasilnya, ada 3 lembaga kementerian yakni Kementerian Pariwisata, Kementerian Pertahanan dan Kementerian Luar Negeri serta aktor non-negara yaitu komunitas Aku Cinta Makanan Indonesia yang menerapkan strategi gastro diplomasi terhadap Jerman secara intensif dan progresif. Meski tujuannya masih berbeda satu sama lain, namun didasarkan pada kepentingan Indonesia untuk mempererat hubungan bilateralnya dengan Jerman. Ada beberapa saran yang perlu ditindaklanjuti oleh pelaku terkait untuk gastro diplomasi Indonesia yang lebih baik di masa yang akan datang.
