Abstract

Dalam skripsi ini akan mengkaji dan menganalisa secara detail mengenai apa yang melatarbelakangi kerja sama bidang militer Indonesia-Rusia dan apa implementasi kerja sama yang dilakukan kedua negara tersebut dalam mengembangkan kemajuan Alutsista. Dalam konteks hubungan bilateral ini sangat relevan dengan teori liberalisme. Dimana dalam teori mengidentifikasi bahwa adanya kerja sama yang dilakukan oleh individu maupun kelompok guna untuk mencapai kepentingan tertentu. Beberapa konsep-konsep yang terdapat dalam teori ini adalah Common Interest, dan perjanjian bilateral. Lalu untuk melaksanakan penelitian, menggunakan pendekatan kualitatif menjadi cara yang tepat, dikarenakan penelitian ini menganalisa suatu kejadian kerja sama antar negara dengan menggunakan beberapa laporan perjanjian serta kebijakan yang diberlakukan Indonesia dan Rusia. Metode yang digunakan adalah deskriptif dan komparatif, dengan proses pencarian data berdasarkan studi pustaka, dokumen kebijakan negara dan penelitian daring. Alhasil, data yang diperoleh berdasarkan informasi terbaru dan sesuai dengan penelitan hubungan bilateral antara Indonesia dan Rusia. Lika-liku hubungan diplomatik antara Rusia dan Indonesia sangat menarik untuk dibahas, karena keunikan persahabatan kedua negara yang berlangsung sejak awal hingga kedua negara mengalami kemajuan dalam memajukan kerja sama dalam bidang militer. / In this thesis will examine and analyze in detail about what is behind the cooperation between the Indonesian-Russian military and what is the implementation of the cooperation carried out by the two countries in developing the progress of the Defense-equipment. In the context of bilateral relations this is very relevant to the theory of liberalism. Where in the process of identifying that there is cooperation carried out by individuals and groups in order to achieve certain interests. Some of the concepts contained in this theory are the Common Interest, and bilateral agreements. Then to carry out research using a qualitative approach to be the right way, because this study analyzes an event of cooperation between countries using several reports of agreements and policies adopted by Indonesia and Russia. The method used is descriptive and comparative, with the process of finding data based on literature studies, state policy documents and online research. As a result the data obtained are based on the latest information and in accordance with research into bilateral relations between Indonesia and Russia. The twists and turns of diplomatic relations between Russia and Indonesia are very interesting to discuss, because of the uniqueness of the friendship between the two countries which took place from the beginning until the two countries made progress in advancing cooperation in the military sector.
