Abstract

Indonesia dan Filipina telah menjalin hubungan diplomatik selama tujuh puluh tahun lamanya. Hubungan ini menghasilkan berbagai kerja sama termasuk di dalamnya perdagangan sektor pertanian Indonesia ke Filipina yang pada tahun 2016 kedua negara baik Indonesia dan Filipina sepakat untuk mengoptimalisasikan perdagangan khususnya sektor pertanian. Tujuan dari penelitian yang dilakukan untuk memaparkan kepentingan serta strategi yang dilakukan Indonesia dalam memperkuat sektor perdagangan pertanian ke Filipina. Penelitian ini menggunakan metode kualitatif. Proses pengumpulan data dilakukan dengan cara wawancara, studi pustaka serta penelusuran daring. Teori Liberalisme dipilih oleh penulis untuk menjadi dasar teori karena setelah mendapatkan data, penulis melihat pemerintah/negara merupakan aktor utama penggerak kerja sama ini. Hasil dari penelitian ini yaitu Indonesia memiliki kepentingan di balik kerja sama perdagangan sektor pertanian ke Filipina ini. Kepentingan tersebut antara lain untuk memasarkan produk pertanian Indonesia, memperluas serta meningkatkan akses pasar, menjalin hubungan bilateral yang saling membutuhkan. Kemudian untuk mencapai kepentingan-kepentingan nasional tersebut, pemerintah Indonesia melakukan beberapa strategi yaitu Visiting atau kunjungan, Lobbying serta pembukaan jalur perdagangan (kerja sama Sister-City Davao dan Bitung. Dari hasil penelitian ini disimpulkan bahwa diplomasi Indonesia dalam penguatan sektor perdagangan pertanian ke Filipina ini berjalan kearah positif melalui diplomasi-diplomasi yang telah dilakuan oleh pemerintah Indonesia. / Indonesia and the Philippines have established diplomatic relations for decades. This relationship has resulted in various collaborations including trade in the Indonesian agricultural sector to the Philippines which in 2016 the two countries agreed to optimize trade, especially in the agricultural sector. The purpose of this study is to describe the interests and strategies undertaken by Indonesia in strengthening trade in the agricultural sector to the Philippines. This study uses a qualitative method. The process of collecting data is done by way of interviews, library research and online searches. Liberalism theory was chosen by researchers to be the basis for the theory because after getting the data the researchers saw the government/state as the main actor driving this collaboration. The results of this study are that Indonesia has an interest behind the trade cooperation in the agricultural sector to the Philippines. These interests include marketing Indonesian agricultural products, expanding and increasing market access, establishing bilateral relations that need each other. Then to achieve these national interests, the Indonesian government undertook several strategies, namely Visiting, Lobbying and through the border area (cooperation between Sister-City Davao and Bitung. So from the results of this study it was concluded that Indonesian diplomacy in strengthening the agricultural trade sector to the Philippines This goes towards a positive direction through diplomacy that has been carried out by the Indonesian government.
