Abstract

Abad ke-21 membawa gelombang baru perang dan teror ke dunia, ini terutama disebabkan oleh bangkitnya organisasi teroris yang terus tumbuh hingga hari ini. Dengan peristiwa tragis yang terjadi pada 11 September 2001, dunia menjadi semakin sadar akan kehadiran organisasi-organisasi teroris ini, dan dengan organisasi-organisasi ini muncullah para pejuang asing. Gagasan pejuang asing bukanlah hal baru; individu telah melakukan perjalanan lintas batas untuk berpartisipasi dalam perang selama berabad-abad sekarang meskipun pejuang asing dulu dan sekarang sangat berbeda dalam hal motif mereka. Dengan gelombang teror baru ini, ada sejumlah besar pejuang asing aktif di masing-masing dan setiap organisasi teroris dan jumlah terus meningkat setiap hari. Pertanyaan yang muncul adalah, apa sebenarnya yang menyebabkan munculnya para pejuang asing ini? Bagaimana mereka terlibat dalam organisasi teroris ini? Penelitian ini bertujuan untuk menjawab pertanyaan penelitian ini dan mengadopsi teori besar konstruktivisme. Hal ini sebagian besar disebabkan oleh penekanan konstruktivisme yang kuat pada kekuatan gagasan dan terorisme banyak dikaitkan dengan gagasan. Gagasan-gagasan tentang ajaran agama, jihad, dan ekstremisme yang “tepat” ini telah digunakan untuk meradikalisasi orang-orang yang direkrut ke dalam organisasi-organisasi teroris ini. Penelitian ini menggunakan metode penelitian kualitatif dari penelitian komparatif historis dan penelitian komparatif kasus. Penelitian ini mengeksplorasi peristiwa masa lalu dan kasus-kasus tertentu untuk mendapatkan hasil. Penelitian ini menghasilkan temuan bahwa tiga organisasi teroris, Al Qaeda, Negara Islam, dan Negara Islam Lanao, berbagi berbagai persamaan dan perbedaan dalam penggunaan para pejuang asing, metode perekrutan dan radikalisasi mereka, dan bagaimana mereka terlibat dalam grup. Sebagian besar, pejuang asing dipandang sebagai pion yang bisa dihabiskan dalam kelompok yang lebih besar namun lebih dihormati dalam organisasi yang lebih kecil. Penelitian ini juga menemukan bahwa telah terjadi peningkatan keterlibatan pejuang asing karena inovasi teknologi, kemudahan komunikasi, dan meningkatnya tingkat pengangguran. / The 21st Century brought about a new wave of war and terror to the world, this is primarily due to the rise of terrorist organizations that continue to grow to the present day. With the tragic events that occurred on September 11th, 2001, the world became more and more aware of the presence of these terrorist organizations, and with these organizations came the rise of foreign fighters. The notion of foreign fighters is not new; individuals have been travelling across borders to participate in wars for centuries now though foreign fighters then and now differ greatly in regards to their motives. With this new wave of terror, there have been large amounts of active foreign fighters in each and every terrorist organization and numbers continue to increase every day. The question comes to this, what exactly is causing the rise of these foreign fighters? How are they engaging in these terrorist organizations? This research aims to answer these research questions and adopts the grand theory of constructivism. This is largely due to constructivism’s heavy emphasis on the power of ideas and terrorism is heavily attributed to ideas. These ideas of “proper” religious teachings, jihad, and extremism that have been used to radicalize recruits into these terrorist organizations. The research applies the qualitative research methods of historical comparative research and case comparative research. The research explores past events and specific cases in order to obtain results. The research has resulted in the findings that the three terrorist organizations, Al Qaeda, the Islamic State, and the Islamic State of Lanao, share various similarities and differences in their use of foreign fighters, their recruitment and radicalization methods, and how they engage within the group. Largely, foreign fighters are seen as expendable pawns in the larger groups yet hold higher regard in smaller organizations. The research has also found that there has been an increase in the involvement of foreign fighters due to the innovation of technology, the ease of communication, and rising unemployment rates.
