Abstract

Permasalahan utama dari dampak hukuman mati atas kejahatan narkotika terhadap hubungan bilateral Indonesia dan Brasil dikarenakan tertangkapnya warga nagara Brasil yang menyelundupkan narkoba dalam jumlah besar dan dieksekusi sesuai undang-undang yang berlaku di Indonesia. Sebagai negara yang melindungi kepentingan nasionalnya Indonesia terus memperlihatkan keseriusan nya dengan implementasi hukuman mati yang tidak pandang bulu, sementara di sisi lainnya Brasil ingin menyelamatkan warga negaranya yang akan dieksekusi dengan cara diplomasi dan berunding dengan Presiden SBY dan Presiden Jokowi. Hasilnya tidak memuaskan di sisi Brasil karena warga negaranya dieksekusi pada tahun 2014. Tujuan dari penelitian ini adalah Mengetahui hubungan bilateral Indonesia dan Brasil sebelum hukuman mati, mengenali dampak hukuman mati terhadap hubungan bilateral Indonesia dan Brasil periode 2009-2015, mengetahui pandangan publik dan sikap Indonesia terhadap penolakan credential letter serta penarikan duta besar Brasil dari Indonesia. Metode yang digunakan dalam penelitian ini adalah kualitatif guna dapat menjelaskan serta memperoleh informasi akurat yang akan di analisis dengan teori realisme. Hasil dari penelitian ini adalah baik dari kedua negara mengalami kerugian karena reaks-reaksi politis yang dilakukan oleh kedua negara berkaitan dengan hukuman mati tersebut. Indonesia mengalami kerugian di sector ekonomi karena Brasil menurunkan angka ekspornya terhadap Indonesia terlebih lagi dalam hal diplomasi, Brasil menolak credential letter yang diberikan lewat duta besarnya. Hal ini menjadi goncangan besar bagi hubungan bilateral kedua negara./The main problem of the impact of the death penalty for narcotics crimes on bilateral relations between Indonesia and Brazil is due to the capture of Brazilian citizens who smuggle large amounts of drugs and are executed according to the laws in force in Indonesia. As a country that protects its national interests, Indonesia continues to show its seriousness with the indiscriminate implementation of the death penalty, while on the other hand Brazil wants to save its citizens who will be executed by diplomacy and negotiating with President SBY and President Jokowi. The results were not satisfactory on the Brazilian side because its citizens were executed in 2015. The purpose of this study is to find out the bilateral relations between Indonesia and Brazil before the death penalty, recognize the impact of the death penalty on the bilateral relations between Indonesia and Brazil for the 2009-2015 period, to know the public's views and attitudes towards the rejection of credential letters and the withdrawal of the Brazilian ambassador from Indonesia. The method used in this research is qualitative and interview techniques in order to be able to explain and obtain accurate information that will be analyzed with the theory of realism. The results of this study are that both countries suffered losses due to political reactions carried out by the two countries in relation to the death penalty. Indonesia suffered a loss in the economic sector because Brazil reduced its export figures to Indonesia, moreover in terms of diplomacy, Brazil refused the credential letter given through its ambassador. This has become a big shock for bilateral relations between the two countries.
