Abstract

"Indonesia merupakan negara agraris, namun standar hidup petani di Indonesia belum maksimal, dan sebagian besar masih jauh dari standar kelayakan. Dalam umunya dalam siklus perdagangan komoditas, harga komoditi akan jatuh pada saat panen raya dan harga akan melambung tingu pada saat musim paceklik. Untuk mengatasi siklus berkelanjutan ini, mala pemerintah Indonesia mengeluarkan kebijakan baru mengenai Sistem Resi Gudang melakui Undang – Undang Resi Gudang pada tahun 2006, dan disempurnakan pada tahun 2011. Namun walaupun sudah berlaku selama 13 tahun sampai dengan saat ini implementasinya belum maksimal, dan kontribusinya belum menghasilkan perubahan yang signifikan pada kehidupan petani, termasuk pemberian kredit oleh perbankan dan/atau Lembaga Keuangan Non-Bank, dengan jaminan Resi Gudang. Penulisan ini bertujuan untuk mencoba menggali faktor – faktor terkait lambatnya perkembangan Resi Gudang di Indonesia, menganalisis manfaat yang didapatkan oleh pelaku usaha terkait dalam memanfaatkan Sistem Resi Gudang serta mencoba memberikan alfternatif kebijakan yang diperlukan untuk meningkatkan penggunaan Sistem Resi Gudang dan pemberian kredit oleh Perbankan dan Lembaga Keuangan Non – Bank dengan jaminan Resi Gudang. Namun berdasarkan hasil penelitian, masih banyak petani belum memanfaatkan Sistem Resi Gudang dan Bank tidak menerima permohonan kredit dengan jaminan Resi Gudang. Maka, perlu penerapan penyebaran informasi yang sistematis, edukasi, peningkatan sarana dan prasarana, serta dukungan dari instansi pemerintah yang solid untuk mengembangkan akselerasi penerapan Sistem Resi Gudang". / "Indonesia is an agrarian country, but the standard of living of farmers in Indonesia is not yet optimal, and most are still far from the standard of eligibility. In general, in the commodity trading cycle, commodity prices will fall during the main harvest and prices will soar during the lean season. To overcome this ongoing cycle, the Indonesian government issued a new policy on the Warehouse Receipt System through the Warehouse Receipt Act in 2006 and further was perfected in 2011. However, although it has been in effect for 13 years until now the implementation has not been maximized, and its contribution has not been resulting in significant changes to the lives of farmers, including lending by banks and / or non-bank financial institutions, with guarantees of warehouse receipts. The purpose of this paper is to explore the factors related to the slow development of warehouse receipts in Indonesia, analyze the benefits obtained by relevant business persons in utilizing the warehouse receipt system and provide alternative policies needed to increase the use of warehouse receipt systems and lending by banks and institutions Non-Bank Finance with Warehouse Receipt guarantees. However, based on the results of the study, there are still many farmers who have not utilized the Warehouse Receipt System and the banks do not accept credit applications with a Warehouse Receipt guarantee. Therefore, it is necessary to implement systematic information dissemination, education, improvement of facilities and infrastructure, as well as support from solid government agencies to develop the acceleration of the application of the Warehouse Receipt System".
