Abstract

Diplomasi lingkungan merupakan disiplin ilmu Hubungan Internasional dimana menggabungkan permasalahan lingkungan hidup yang melibatkan antar negara dan menggunakan cara negosiasi sebagai penyelesaiannya. Isu minyak sawit menjadi sebuah topik internasional karena minyak sawit dianggap sebagai penyebab deforestasi dan bencana kabut asap yang dampaknya sampai ke negara lain. Kebijakan Komisi Uni Eropa melalui Energi Arahan Terbarukan RED II membuat Indonesia merasa bahwa palm oil terdiskriminasi dari minyak nabati lainnya. Dengan menggunakan kacamata neoliberalisme, penelitian ini bertujuan untuk mengidentifikasi dan menganalisa langkah Indonesia menggunakan jalur diplomasi lingkungan untuk menyelesaikan rencana Uni Eropa memblokir minyak sawit, dimana negara tidak bisa mengabaikan adanya rezim internasional tetapi juga harus memenuhi kebutuhan pembangunan ekonominya. Penelitian ini menemukan bahwa pada masa Pemerintahan Joko Widodo, Indonesia telah menjalankan perannya sebagai agen internasional dengan sejumlah kebijakan terkait tata kelola produksi kelapa sawit berkelanjutan. Indonesia juga menggunakan pendekatan-pendekatan bilateral, multilateral hingga global dan juga keterlibatan organisasi internasional sebagai cara damai menyelesaikan sengketa kelapa sawit demi tercapainya tujuan pembangunan berkelanjutan melalui ekspor kelapa sawit Indonesia. / Environmental diplomacy is one of discipline in International Relations which combines environmental problems involving another countries and uses negotiation as a solution. The issue of palm oil has become an international topic because palm oil has considered as the cause of deforestation and haze disaster whose impact reaches other countries. The policy of the European Commission through Renewable Energy Directive II for Indonesia put palm oil discriminated among another vegetable oil. Using Neoliberalism as the lens, this study aims to identify and analyzing Indonesia’s steps using environmental diplomacy to resolve the European Union’s policy to block Indonesia’s palm oil, where states cannot ignore the existence in international regimes but also have to reach its economic development target. This research found that in Joko Widodo’s era, Indonesia has carried out its role as an international agent with some policies related to manage sustainable palm oil. Indonesia also uses bilateral, multilateral and global approaches and also the involvement of international organizations as a peaceful way resolving palm oil disputes for the target of Sustainable Development Goals’ through palm oil.
