Abstract

The Middle East is a region that has long been plagued with conflicts, ranging from religious conflicts, region conflicts, economic conflict, to conflict of governance. From various countries in the Middle East, Syria is one of the countries affected by internal conflicts that resulted in threats to the position of President of the country. The conflict has also received international attention due to the many victims who lost their lives and the country's human security is threatened. Clashes between protesters and government security forces can not be avoided, thousands of lives have been lost. President Bashar al-Assad is not willing to go down from the seat of power was harshly criticized the UN Security Council related to the number of victims in his reign. In addressing the conflict in Syria, the UN Security Council has met several times and produce a draft resolution, but thanks to the support of Russia and China's veto, the draft can not be declared and the difficulties the UN Security Council to stop the conflict. Some of the theories and concepts used in this study is neorealism / structural realists, international organizations, internal conflict, human security, national identity and geopolitical. Concepts and theories are used to gather every possible available to examine seek answers from this study. Data collection was done by the study of literature as well as in-depth technical literature from a variety of media. The research is a qualitative study and analytical reasearch. From the results of this study, can be explored the causes of failure of the UN Security Council in resolving the conflict in Syria as well as the factors that pushed the United Nations to intervene. It also looks a big countries that also interfere in implanting their respective interests.
