Abstract

Penelitian ini bertujuan untuk mengetahui hal apa yang mendasari Arab Saudi dengan Indonesia menjalin hubungan bilateral yakni dengan melihat faktor-faktor apa yang mempengaruhi diberlakukannya moratorium PMI informal ke negara Arab Saudi pada masa pemerintahan Joko Widodo dan Raja Salmandan bagaimana implementasi kerja sama Indonesia dengan Arab Saudi di bidang kejahatan internasional pasca di berlakukannya moratorium PMI ke Arab Saudi pada masa pemerintahan Joko Widodo dan Raja Salman pada tahun 2015 sampai 2017. Adapun dalam penulisan ini, penulis menggunakan teknik pengumpulan data berupa telaah pustaka (library research) yaitu mengumpulkan data-data dan informasi dari sejumlah literatur yang relevan dengan pokok permasalahan objek penelitian berupa buku, dokumen, jurnal, artikel, website-websiteyang valid dan penulis juga menggunakan metode wawancara semi terstruktur. Sedangkan untuk menganalisis data penulis menggunakan teknik analisis kualitatif dengan teknik penulisan deskriptif. Adapun hasil penelitian ini menunjukkan bahwa Kunjungan langsung Raja Salman ke Indonesia pada Maret 2017 menjadi momentum baru bagi penguatan hubungan kedua Negara, yang diwujudkan dalam berbagai perjanjian MoU untuk kerjasama kejahatan internasional utamanya. Hubungan kerja sama yang kondusif diantara Arab Saudi dan Indonesia mutlak diperlukan dan harus terus diupayakan terutama guna menciptakan lingkungan eksternal yang membantu negara Arab Saudi dalam sumber daya manusia, dan juga memberikan devisa yang besar bagi negara Indonesia serta mampu memberikan perlindungan bagi para PMI Indonesia yang bekerja di Arab Saudi. / This study aims to find out what underlies Saudi Arabia with Indonesia to establish bilateral relations, namely by looking at what factors influence the imposition of an informal PMI moratorium on Saudi Arabia during the reigns of Joko Widodo and Raja Salman and how the implementation of Indonesia's cooperation with Saudi Arabia in the field of international crime after the enactment of the PMI moratorium on Saudi Arabia during the reigns of Joko Widodo and Raja Salman in 2015 to 2017. As of this writing, the author uses data collection techniques in the form of library research, namely collecting data and information from a number of literature relevant to the subject matter of research objects in the form of books, documents, journals, articles, websites that are valid and the author also uses the semi-structured interview method. Meanwhile, to analyze the data the author uses qualitative analysis techniques with descriptive writing techniques. The results of this study indicate that Raja Salman's direct visit to Indonesia in March 2017 provided new momentum for strengthening relations between the two countries, which was manifested in various MoU agreements for international crime cooperation primarily. A conducive cooperation relationship between Saudi Arabia and Indonesia is absolutely necessary and must be pursued especially in order to create an external environment that helps the Saudi Arabian nation in human resources, and also provides a large foreign exchange for the country of Indonesia and is able to provide protection for Indonesian PMI who work in Saudi Arabia.
