Abstract

In the era of globalization, political and security aspects become important to improve the stability of the economic and social. Referring to the theory of neo-liberalism which believes that relations between states cooperative is important not only for economic but also related to the political and security interests of the country. Increased awareness state to provide security to make countries join together to make an association that works together to maintain security. In Southeast Asia regionalism began to form associations called ASEAN in 1965. ASEAN realized the importance to discuss egional security issues, therefore they made ASEAN Political Security Community (APSC) in which the goal is to create and maintain security and stability in the region. In its implementation to create a regional security ARF establish forum consisting of 27 members (10 members of ASEAN and 17 from the Asia Pacific region) sit together to discuss about the security situation in their areas. ARF has three levels of steps in reaching its goal to maintain regional stability. This forum aims to not only discuss the Traditional security and non-traditional security. ARF formation is expected to be a forum that bridges each country to retain its regional security in accordance with the interests of his country. Traditional security issue solving may be one of the instruments to see and measure the effectiveness of the ARF's role in resolving regional conflicts in the area. Data collection was done by using the literature and in-depth interviews with three parties, 2 people who are working within the scope of the ASEAN Regional Forum, and a political observer who observing the science of regional security issues. Data obtained using qualitative methods, descriptive definition, narrative and illustrative techniques. Data analysis was done by first describing the existing information, and then combined with international relations theory, and only then draw conclusions and give their opinions and suggestions. From the research that has been done finally came to the conclusion that the conflict of Thailand Cambodia could not solved by ARF. ARF as yet does not have the authority to resolve the issue and conflict because the forum still in the second stage of the preventive diplomacy and not towards the conflict resolution phase. In the development of ARF can solve the problems of non-traditional security in five aspects at this stage. ARF Conflict resolution has not reached the stage of making the ARF's role to safeguard regional stability becomes less effective, the authors found that the principle of non-consensus decision with interference and of each member affects the development of ARF that could not run optimally.
