Abstract

Over the years, France is known as a modern country with science and technology that have been highly developed in comparison with developing countries like Indonesia. Indonesia, still have difficulty in creating a well-developed higher education such as France and the people of Indonesia who enjoy higher education is still minimal. This is exactly what ultimately makes the two countries agreed to undertake bilateral cooperation in the field of higher education. The purpose of this research was to find out what the objectives of Indonesia and the French in the implementation of the bilateral cooperation. Such a result is to be achieved between the two countries through bilateral cooperation in the field of education. In addition, this research is intended to make the process of cooperation can be known more clearly. Analysis on the interests of each country as well as the programs of cooperation that have been implemented are also available to see how extent this cooperation has been done by the two countries. This research uses a descriptive analysis with a qualitative approach. The concepts used include: globalization including globalization education, interaction in international relations, national interests, foreign policy, including bilateral cooperation, soft power, diplomacy and education. The results of this study indicate, that both countries have the seriousness to establish bilateral cooperation in the field of higher education. It can be seen from both country's foreign policy contained through cooperation programs of higher education that has been done in considerable amounts. In addition, the number of Indonesian students and Indonesian Lecturer who went to France increases each year. It indicates that this cooperation brings good results for both countries.
