Abstract

Bolivia is one of the poorest countries in the Americas with very high social inequality. Neoliberal economic policy forced by the Western countries and institutions exacerbated the country’s poverty. Situation began to change since Evo Morales elected as the President of Bolivia in 2006. During his presidency, Morales tried to release Bolivia from dependency towards world capitalist system so that he could improve Bolivian’s living standards. This research describes formation of anti-neoliberal bloc as the main Morales’ foreign policy to diminish Western countries and capitalists in Bolivia. This research also explains how those alliances could support Morales’ radical actions such as mine nationalization and coca legalization. Last, this research will analyzes those policies’ impacts towards Bolivian’s quality of life. This research uses Neo-Marxism paradigm, dependency theory, self- determination, concept of Chavismo, and foreign policy as the framework. The method used in this research is qualitative descriptive method. The data collection method is using literature review, which is from books, newspapers, journals, and related websites. The result of the research is that the formation of anti neo-liberal alliances and some other policies that Morales did are proved to decrease global capitalist domination in Bolivia and increasing Bolivian’s living standards. The suggestion from this research is that Bolivia’s foreign policies during Morales’ era could be the models for the other developing countries in countering the developed countries’ hegemony.
