Abstract

Kemacetan pada kawasan DKI Jakarta hingga saat ini masih menjadi permasalahan yang perlu diatasi. Perencanaan transportasi berkelanjutan dengan berbasis keseimbangan antara penerapan kebijakan lalu lintas dan ketersediaan sarana transportasi publik perlu diterapkan. Rencana Aksi Nasional Penurunan Emisi Gas Rumah Kaca (RAN-GRK) sebagai program pemerintah dapat mendorong penerapan sistem ini dengan mengoptimalkan moda transportasi publik MRT Jakarta yang mulai beroperasi pada awal April 2019. Penelitian ini bertujuan untuk mengevaluasi kondisi lalu lintas, estimasi produksi emisi yang ditimbulkan akibat aktivitas lalu lintas khususnya pada ruas jalan Jenderal Sudirman, dan peran kereta MRT Jakarta dalam mewujudkan penerapan transportasi berkelanjutan terhadap pengurangan emisi sektor transportasi. Penelitian menggunakan metode penelitian kuantitatif dan kualitatif dengan data yang didapatkan dari survei lalu lintas, observasi, studi literatur, dan penyebaran kuesioner. Hasil analisis menunjukkan nilai derajat kejenuhan tertinggi 0.93, level of service terendah adalah F, dan kecepatan kendaraan terendah 3.39 km/jam. Parameter tersebut menunjukkan karakteristik lalu lintas ruas jalan Jenderal Sudirman melebihi kondisi ideal yang dihitung secara teoritis, sehingga kebijakan ganjil genap belum dapat mengatasi kemacetan. Dampak dari aktivitas lalu lintas menimbulkan produksi emisi CO2 tertinggi selama enam jam pengamatan sebesar 12.559 ton/km. Hadirnya kereta MRT Jakarta dapat menjadi langkah awal dalam mengurangi produksi emisi CO2. Hasil kuesioner menunjukkan persentase penumpang yang telah beralih dari kendaraan mobil dan motor masing-masing sebesar 21.6% dan 14.92%. Dengan jumlah penumpang rata-rata 82.615 per hari, estimasi reduksi kendaraan bermotor selama satu jam berjumlah 2197 mobil dan 914 motor. Kuantifikasi emisi CO2 yang dapat tereduksi sepanjang ruas jalan Jenderal Sudirman selama satu jam sebesar 0.34 ton. Pengurangan tersebut telah menyumbangkan 2.36% pengurangan emisi CO2 dari perencanaan RAN-GRK. / Jakarta as capital city of Indonesia, suffers from severe congestion that must be mitigated. In reducing congestion, a sustainable transportation program that create a balanced traffic demand management and provision of public transportation system needs to be implemented. One initiative to reduce the congestion is through the Rencana Aksi Nasional Penurunan Emisi Gas Rumah Kaca (RANGRK). The RAN-GRK aims to reduce the air pollution caused by congestion by optimizing Mass Rapid Transit (MRT) Jakarta as new public transportation which has been operated in the early April 2019. This study aims to evaluate on traffic condition, estimate production of CO2 emissions from mobile combustion at Jenderal Sudirman street. Also, estimates the contribution of MRT Jakarta in reducing traffic and emissions from transportation sector. This study is utilizing quantitative and qualitative research method by obtaining data from traffic surveys, observations, literary studies, and questionnaires. The result from this study shows that the highest degree of saturation for traffic is 0.93 with the lowest level of service at F and lowest vehicular speed at 3.39 km/hour. Those parameters indicate the traffic characteristic at Jenderal Sudirman street is under the ideal condition based on theoretical analysis and the implementation of oddeven scheme is insufficient to resolve congestion. Calculation for emission with the current traffic results the highest CO2 emissions amount 12.559 tons/km for six hours of observation. The presence of MRT Jakarta has a good potential to reduce CO2 emissions. From questionnaire result, the percentage of passengers had shifted from car and motorcycle is 21.6% and 14.92% respectively. Of 82.615 passengers per day and using the percentage can estimate the traffic flow reduction for one hour amount 2197 cars and 914 motorcycles. The CO2 emissions quantification has been reduced along Jenderal Sudirman street amount 0.34 ton per hour. The reduction contributes 2.36% from the RAN-GRK CO2 emissions reduction program.
