Abstract

Amerika Serikat era Presiden Eisenhower menggunakan budaya sebagai instrumen kebijakan luar negeri untuk membendung pengaruh Uni Soviet, sedangkan di era Presiden Obama, Amerika Serikat memanfaatkan ekonomi untuk membendung pengaruh Tiongkok. Studi ini fokus pada proses dua kebijakan luar negeri tersebut dibentuk, bukan pada tujuan atau tingkat keberhasilan. Penelitian ini mengeksplorasi upaya Amerika Serikat untuk membendung pengaruh negara adidaya lain menggunakan dua studi kasus yaitu Diplomasi Musik Jazz dan Trans-Pacific Partnership dengan menjelaskan pengaruh faktor internal dan eksternal yang memengaruhi kebijakan tersebut dibentuk dari sudut pandang teori konstruktivisme. Penelitian ini menggunakan pendekatan kualitatif, data yang ada diperoleh berasal dari data sekunder melalui studi kepustakaan. Berdasarkan hasil dari penelitian ini, upaya Amerika Serikat untuk membendung pengaruh negara adidaya lain di dalam sistem internasional didasarkan pada identitas dan nilai yang dipercaya oleh pemerintah dan masyarakat Amerika Serikat, dibuktikan dengan Diplomasi Musik Jazz yang melambangkan demokrasi dan kebebasan. Serta Trans-Pacific Partnership yang merepresentasikan demokrasi, kebebasan, perdagangan bebas, dan kepemimpinan Amerika Serikat. / In President Eisenhower’s era, United States chose culture as an instrument to limit the influence of Soviet Union. While in President Obama’s era, United States chose economy as an instrument to limit the influence of China. This study focus on the process of how these policies was created. This research explores United States effort to limit the influence of other superpowers using two case studies: Jazz Diplomacy and Trans-Pacific Partnership by explaining the internal and external factors that influence how these policies was created using constructivism theory. This research uses qualitative approach, all data in this research gained from secondary data through literature review. According to the results of this research, the efforts of United States to limit the influence of other superpowers in the international system are based on identity and values believed by the government and the people of United States. It is proven by Jazz Diplomacy and Trans-Pacific Partnership, these policies represents democracy, freedom, free trade, and United States leadership.
