Abstract

Berdasarkan lokasi Kalideres di Jakarta Barat yang merupakan wilayah yang paling sering terkena bencana kebakaran dan bencana banjir, maka diperlukan adanya integrasi penanganan darurat yang merespons kejadian bencana dengan tanggap, baik dan cepat untuk meminimalkan jumlah korban dan meningkatkan pelayanan terhadap korban bencana. Fasilitas publik yang terpadu dengan mengintegrasikan beberapa layanan penanganan bencana menjadi satu pusat penanganan dapat menjadi solusi atas fenomena tersebut. Penelitian ini bertujuan untuk memahami Apa standar integrasi program penanganan saat terjadi bencana agar menciptakan suatu kesatuan pada Pusat Penanganan Bencana yang terintegrasi dengan Tempat Evakuasi Sementara? Bagaimana komposisi ruang yang terbentuk dalam Pusat Penanganan Bencana yang terintegrasi dengan Tempat Evakuasi Sementara? Bagaimana dampak perancangan bangunan dengan adanya Pusat Penanganan Bencana yang di dalamnya terdapat integrasi pusat pengendalian operasi gawat darurat, pemadam kebakaran dan tempat evakuasi sementara? Metode yang dilakukan dalam penelitian ini diawali dengan studi literatur untuk mengetahui standar integrasi program penanganan dan integrasi apa saja yang dapat terbentuk. Studi preseden dilakukan untuk mengembangkan konsep integrasi seperti apa yang dapat digunakan dan komposisi seperti apa yang sesuai dalam perancangan. Survei dan Observasi tapak dilakukan kepada Pemadam Kebakaran Sektor Kalideres dan warga sekitar lokasi tapak untuk mengetahui kualitas seperti apa yang dibutuhkan dengan adanya integrasi Tempat Evakuasi Sementara dalam Pusat Penanganan Bencana dan integrasi terhadap konteks. Kesimpulan survei dan observasi tapak berupa lokasi tapak yang dipilih serta standar dan kebutuhan ruang yang digunakan dalam perancangan. Proses perancangan diawali dengan analisis tapak yang disimpulkan menjadi konsep tapak yang mempengaruhi orientasi masa bangunan dan peletakan masa. Ruang-ruang yang dibutuhkan juga diintegrasikan menjadi katalog ruang. Terdapat integrasi dengan konteks sehingga menggunakan material lokal di Tegal Alur, Kalideres. Kesimpulan berupa dampak perancangan akhir dari penerapan konsep integrasi sehingga bisa merespons bencana dengan tanggap baik dan cepat serta memberikan kenyamanan bagi korban yang tinggal dalam tempat evakuasi sementara./ Kalideres is an area in West Jakarta where the most frequent disasters usually related with fire and flood took place, therefore, it is essential to have an integrated emergency response system that responds to disaster events as soon as they occurred, and thus can minimize the number of victims, then improve services given to the victims. Public facilities which combine and integrate several disaster management services into one handling center might be the solution for this phenomenon. This study aims to have a deep understanding about what factors will determine the standard integration of disaster management programs, that will create the unity in disaster management center with integrated temporary evacuation sites? What will be the composition of the spaces formed in that center? What are the impacts of architectural design to the disaster management center in which there is an integrated emergency operation control center, fire department and temporary evacuation center inside? The method used in this research begins with literature studies to define the standard integration of any management and program that can be formed. Precedent studies are carried out to develop the most favorable integration concept as well as the most suitable composition in the design. Site survey and observation were conducted on fire department in Kalideres, then residents around the site, to find out which quality needed by the integration of temporary evacuation sites in disaster management center and context integration. The conclusion of the site survey and observation will be the selected site location and the space needed that will be used in the project. The design process begins with site analysis which is concluded to be site concept that influences the mass orientation and massing placement. The spaces requirement is also integrated into a space catalog. Then it is also integrated with the context, so it is using local material in Tegal Alur, Kalideres. The conclusion is the form of the impact in the final design that applied the integration concept so that it can respond to disasters with a good and fast response and provide comfort for the victims living in temporary evacuation center.
