Abstract

Southern bluefin tuna (Thunnus Maccoyi) is the largest tuna that migrates in the ocean. As a shared natural resource, the management and conservation of southern bluefin tuna require cooperation between related coastal countries and southern bluefin tuna fishing entity. The Commission for the Conservation of Southern Bluefin Tuna (CCSBT) is established to ensure conservation and optimum utilization of southern bluefin tuna through appropriate management. To achieve commission objective, CCSBT shall decide upon total allowable catch and additional measures. As matter of fact data are gained through literature review, in-depth interview with Secretary General of Indonesian Tuna Long Line Association and the official website of Commission for the Conservation of Southern Bluefin Tuna in order to support its validity. Based on the result of the research, the implementation of CCSBT measures have brought implications to Indonesia even before its membership. After becoming a full member of commission, the efforts of Indonesia in complying with CCSBT measures have brough positive impacts such as a better documentation scheme, Indonesia vessel free from IUU vessel list and able to actively participate in export activities. The efforts of Indonesia also resulted changes and additions on Indonesia domestic policy in various levels which reflect Indonesia’s commitment in managing southern bluefin tuna. To achieve the optimum utilization of southern bluefin tuna, the high commitment of Indonesia should be supported by a strong implementation. Indonesia should establish one national body that specifically regulates southern bluefin tuna to facilitate cooperation between internal agencies and overcome challenge in managing national allowable catch. The involvement of Indonesia in regional management fisheries organizations means Indonesia will continue the maritime spirit (semangat bahari) that carved in Indonesian history.
