Abstract

Suatu mekanisme kelembagaan telah dibangun oleh ASEAN sejak 1976 dalam penanggulangan bencana namun hanya bersifat ad-hoc, dan di tahun 2004 Indian Ocean Earthquake and Tsunami mentrasformasi mekanisme yang ada menjadi sebuah kesepakatan kerjasama regional melalui ASEAN Agreement on Disaster Management and Emergency Response (AADMER). Melalui perspektif liberal-institusionalisme dan konsep keamanan non-tradisional, penelitian ini bertujuan membedah arsitektur penanggulangan bencana oleh ASEAN dan bagaimana membangun sebuah premis untuk memperluas definisi bencana dengan pendekatan isu keamanan non-tradisional. Berdasarkan temuan yang diperoleh dari data-data yang dikumpulkan menggunakan metode deskriptif analitis terhadap kebijakan–kebijakan yang ada, dan ancaman nyata yang dihadapi ASEAN diperoleh kesimpulan sebagai berikut. Pertama, secara tata kelola tidak ada perubahan paradigma bencana sejak mekanisme tersebut hadir, semua alat dan entitas arsitektur kerjasama hanya berfokus pada bencana alam. Kedua, hal pertama tersebut menjadi tidak relevan dengan ancaman bencana yang dihadapi ASEAN saat ini, multi-bencana dengan konsep keamanan non-tradisional dapat menjadi pilihan strategis. Ketiga, mekanisme kerjasama entitas sektoral harus menjadi agenda penting dalam tata kelola arsitektur penanggulangan bencana, di mana hal tersebut tidak ada saat ini. Keempat adalah penguatan kapasitas nasional sebagai garda pertama pertahanan dan respon pertama terhadap bencana, ini harus menjadi prioritas agenda dalam kerjasama ASEAN ke depan. / In 1976 ASEAN initiated cooperation on disaster management through an ad-hoc committee, but in 2004 when Indian Ocean Earthquake and Tsunami stroke the region it transformed the cooperation into an agreement among the Member States which known as ASEAN Agreement on Disaster Management and Emergency Response (AADMER). Looking into the architecture of disaster management in ASEAN through institutionalism neoliberal perspective and non-traditional security concept, it aims to broaden the current scope or definition of disaster by take into consideration multi-disaster approach which also part of the non-traditional security threats. Based on the existing official documents, reports, and literactures the following are the findings of this research. First, from the governance on the disaster management architechture, there was no change since it was estabslihed, the approach is only narrow to natural disaster. Second, by having that narrow perspective of natural disaster, which is now became not relevant with the current threats which more into all hazards and multi-disaster approach. Thrid, the absent of cross-sectoral entity coordination and cooperation mechanism made all sectoral entities works in silos. And lastly, it is important to strengthen national capacity, and it is critical for ASEAN to craft the regional initiatives and resources to strengthen the national capacity in responding to all hazards through multi-sectoral and multi-disaster approaches.
