Abstract

Secara global, tidak ada negara yang sepenuhnya mencapai kesetaraan jender. Perempuan memiliki lebih sedikit peluang untuk berpartisipasi secara ekonomi daripada laki-laki, lebih sedikit akses ke pendidikan dasar dan tinggi, risiko kesehatan dan keselamatan yang lebih besar, dan perwakilan politik yang lebih sedikit. Mengarusutamakan jender dan pemberdayaan ekonomi perempuan adalah alat untuk mencapai kesetaraan jender. Studi ini menggunakan pendekatan deskriptif analitis yang akan melihat bagaimana perkembangan ASEAN dalam menanggapi panggilan para pemimpin ASEAN untuk mengembangkan strategi pengarusutamaan jender di tiga komunitas ASEAN, peran dan kepemimpinan Filipina dan hasil yang dicapai sejauh ini. Data primer dan sekunder dikumpulkan dari studi literatur, pernyataan resmi, laporan, liputan media serta observasi. Penelitian ini menunjukkan bahwa Filipina secara relatif telah berhasil memimpin ASEAN dalam agenda ini. Advokasi Filipina untuk pengarusutamaan jender telah mendapatkan tanggapan positif dari para pemimpin ASEAN. Deklarasi telah diadopsi dan saat ini ASEAN sedang dalam proses mengembangkan strategi untuk menerapkan pengarusutamaan jender dengan tujuan untuk mengurangi ketidaksetaraan jender dan menutup kesenjangan jender di wilayah tersebut. Namun, pelaksanaan komitmen semacam itu hanya dapat dicapai dengan “political will” oleh masing-masing negara anggota ASEAN. / Globally, no country has fully attainted gender equality. Women have fewer opportunities for economic participation than men, less access to basic and higher education, greater health and safety risks, and less political representation. Mainstreaming gender and women’s economic empowerment are tools to achieve gender equality. This study uses an analytical descriptive approach that will look into how ASEAN is progressing in response to the ASEAN leaders’ call to develop gender mainstreaming strategies across the three ASEAN communities, the Philippines’ role and leadership and the results achieved so far. Primary and secondary data were collected from literature studies, official statements, reports, media coverages as well as observation. This research shows that the Philippines has relatively succeeded in leading ASEAN in this agenda. Philippines’ advocacy for gender mainstreaming has received positive responses from ASEAN leaders. Declarations have been adopted and ASEAN is currently in the process of developing a strategy to implement gender mainstreaming, with an aim to reduce gender inequality and close the gender gap in the region. However, the implementation of such commitments can only be achieved with political will by the respective ASEAN Member States.
