Currently, the utilization of fish resources as a livelihood and income of the country makes the fishery sector one of the great potential in the field of business. The problems in the fisheries sector, especially in foreign investment are the implementation of procedures and also the effects of negative list of investments. The most frequent violations in the fisheries sector are fishing ground and illegal fishing. Government regulation and supervision are one of the tools to maintain balance in foreign investment with local fishermen. Fishery control is regulated in Ministerial Regulation No. 17 / PERMEN-KP / 2014 on the implementation of fishery supervision tasks. The fishery supervision should be run more rigorously and effectively by applying the regulation on foreign investment (PMA) in the fishery sector. Implementation of FDI in the Indonesian fishery sector has an important role in the progress of national development. So the rules governing the FDI are heavily concerned with the impact and consequences. Foreign investment arrangements are regulated in Law No. 25 Year 2007 on Investment and Presidential Regulation No. 44 of 2016 on About the List of Closed Business Fields and Opened Business Fields with Requirements in Investment or Negative List of Investment (DNI). The 2016 DNI arrangement raises the pros and cons on investment opportunities, which affect the state revenue.
