Sexual offenders in Indonesia Increased every year. Indonesia has been regarded as an emergency state of violence against children as victims, especially cases of sexual violence in children, the President has issued Government Regulation in Lieu of Law No. 1 of 2016 on the second Amendment to the act law No. 23 of 2002 on Child Protection. Due to Law No. 35 of 2015 on the Amendment to Law No, 23 of 2002 on Child Protection , and invited to make Law No. 1 of 2016 Concerning the Stipulation of Government Regulation in Lieu of Law No. 1 of 2016 on the second Amendment to the act law No. 23 of 2002 on the Protection of Childern into law, does not provide deterrent to the perpetrators of sexual crimes. the purpose of the Law No.35 of 2015 is to provide a deterrent effect for the perpetrators of sexual violence.. The problem in this thesis is the Additional Punishment Chemical Castration for the Culprits of pedophiles. The type of this research is normative juridical using secondary data which includes , Law No. 35 of 2015, journal, books , as well as using qualitative analysis method. The result of this research is the Chemical Castration didn’t solve the root of the crimes of sexual Violence of children. The perpetrator and the victims should be rehabilitated. the perpetrator should be fostered is the mental, psychological and faith of the offender instead of punishing the perpetrator.
