The purpose of this research is to understand the status of land ownership by pakraman villages controlled by local hereditary whose ownership status is still unclear due to overlapping regulations that can not necessarily be used as evidence of strong ownership. Land ownership in this case is regulated in Indonesian Law No. 5 year 1960 on Agrarian Principles while ownership by pakraman village has been described in the village regulations and is specifically regulated in Bali Provincial Regulation No. 3 year 2001 concerning on pakraman village. As a part of customary law that has been going on for a long time, Pakraman village land has minimal proof of ownership but gradually since the development of the prevailing law there is a land of pakraman village that has been certified like the temple ground, but this is still very rare in the area- other areas and also the concept of pakraman village land in this case can not be transferred under national land law but can only be owned by local community only. Although this research is limited to knowing the reality on the field, several steps have been taken to clarify the status of the village land of pakraman. Furthermore, with the updated regulation on existing pakraman villages, it becomes clear that ownership status which can be owned by individual owners of land and with the existence of a new law then the land certification will apply thoroughly to the land of Pakraman village resulting in a strong proof of ownership.
