Indonesia is a Legal State which bases its governmental authority activities on the law. It is a responsibility for a State to provide legal certainty for the existing regulations. The result of research and analysis of this research uses the juridical normative type of research with secondary data as the type of data used. The data collection technique uses library study which is supported by qualitative data analysis, as well as approaches which includes the statute approach, case approach and conceptual approach. The issue which can be analyzed is regarding the issue of legal uncertainty towards someone who has purchased a plot of land and owns the certificate as an evidence, however the said certificate is disputed. Further, regarding the certainty on the land which acts as the object of dispute as well as the judge’s consideration upon the Administrative Court verdict which nullifies the land certificate which acts as the object of dispute. The regulation which regulates regarding the legal certainty on the ownership of land right is regulated within Article 3 letter (a) of Government Regulation No. 24 Year 1997 and Article 19 of The Basic Agrarian Law (UUPA) which is the responsibility of the State to provide legal certainty and protection towards the right holder of a plot of land. The District Court has the authority to examine regarding the ownership of land right, which proves the land ownership while the Administrative Court regarding the procedures and administration.
