This becomes an intention for a writer to carrying out research in order to clarify those parts which moving under the authority of Manokwari district local government nor the authority concerning the housing of Manokwari district. Essentially. The purpose of this research is to find out of how is the authorization in supporting the housing implementation based on the local government constitution, also to perceive the exercise of local government authority regarding the housing implementation of Manokwari district.
