Abstract
The issue of consumer protection is indeed an old problem with new approach. We have to admit that we are still left behind from other countries in this case. Institution no. 8 year 1999 regarding consumer protection is expected not only as integrated "umbrella" from all consumer protection definition for consumer, but furthermore, the institution can become a legislative "umbrella" and guidance for all other institutional regulation that thoroughly protect consumer in certain areas.Therefore al! consumer rights, along with all instruments that can be used to keep up therights,are expected to be fully recognized. The reality being that consumer's bargaining position in reality is tar beyond the business person, therefore institution regarding consumer protection feels the necessity of standard agreement definition and/or standard clause to be stated in every document or agreement made by business person. Principally the institution regarding consumer protection did not forbid standard agreement that contains standard clause on every document and/or product and/or service trade transaction agreement, as long as the standard agreement and/ or standard clause did not state the definition that is forbidden in clause 18(1), and not formed that is forbidden in clause 18 (2) the UVPK. This thesis will study on how far the power of standard agreement law valid and impact on every agreement made by businessperson to consumer
