International trading is a very important factor for every country. The equitable and order international trade relation is required in this case. To create the orderliness and the justness in international sector is required the regulation which can protect and maintain the rights and duties of the international traders. Indonesia is one of 81 countries is legitimate to become an original member of the World Trade Organization on 1st January 1995. The legitimating of participation of Indonesia in World Trade Organization by issuing the regulation number 7 year 1994 about the legitimating agreement founding of the World Trade Organization on November 2nd 1994 is reflected by accepting the result from Uruguay Round. Therefore integrated national economics with world economics and the changing of inward looking to become outward looking policy bring the consequences to both of side, government and trader to face the competition with more persevering its all needed the improvement of the national relation traders in particularly Trade Related Investment Measures (TRIMs).
